About Bechtel Corporation and the Jubail Project
Bechtel Corporation has managed the Jubail project in the Eastern Province of Saudi Arabia since the mid-1970s. This initiative involves the development of Jubail and Ras Al-Khair Industrial Cities, recognized as one of the largest civil engineering projects in modern times. Saudi Arabian Bechtel Company (SABCO) operates as the Management Services Contractor for the Royal Commission (RC), overseeing engineering, procurement, and construction, managing design submissions, and supervising construction work by local contractors. The contract with the Royal Commission was renewed in June 2026 for an additional five years, focusing on new residential communities, infrastructure, and various public facilities.
Role Overview: Industrial Interface Manager
The Industrial Interface Manager role is an advisory position, providing support to the Royal Commission (RC) on daily tasks under their direct supervision and control. The candidate will receive daily task assignments from the RC, with the role's future scope dependent on RC requirements. Performance reviews and timesheet approvals will be conducted by an assigned Bechtel supervisor. This full-time position is based in Al Jubail, requiring over 10 years of experience.
Key Responsibilities
- Manage industry interface and coordination with all existing and new primary and secondary industries, and third parties in Jubail Industrial City, ensuring successful operation and construction through commissioning and sustained commercial operation.
- Coordinate with technical specialists and internal stakeholders for technical reviews of potential industrial cluster opportunities, report findings, and obtain feedback from relevant departments to submit progress reports to the Royal Commission.
- Process and issue approvals for Encroachment Permits for various scopes of work submitted by primary industries, secondary industries, and other stakeholders including Saudi Aramco, SABIC, Saudi Electricity Company (SEC), Saudi Railway Co. (SAR), Saudi Telecom Company (STC), Saline Water Conversion Corp. (SWCC), and Marafiq.
- Meet regularly with operational industries to determine their needs and requirements from the Royal Commission, coordinating on new procedures and updates.
- Coordinate with utility providers and other third-party organizations such as SEC, Marafiq, STC, Saudi Aramco, Saudi Arabian Railway, Ma’aden, and the Saudi Seaport Authority (SEAPA).
- Perform day-to-day coordination with industries and stakeholders regarding project expansion requirements, safety and environmental issues, and permit requirements.
- Update the Industrial Investment Quarterly Report periodically and other reports as requested by RC management.
- Provide industrial data and input to concerned RC departments upon request.
- Coordinate the evaluation of industry-proposed projects to ensure alignment with the RC Cities Master Plan and industrial cluster strategy.
- Coordinate the review of Industrial Land Lease Contracts between RC and primary/secondary industries for RC Management approval.
- Evaluate and review the availability of temporary industrial land for assignment to industries for their construction projects.
- Collect information from operational and under-construction industries to build a database including capital investments, project nature, products, feedstocks, and employee numbers.
Qualifications and Experience
- A minimum of 10 years of relevant experience is required for this position.
- Demonstrated ability to manage complex interfaces and coordinate with diverse stakeholders in an industrial environment.
- Experience in processing and issuing permits, and coordinating with utility providers and government entities.
Work Environment
This is a full-time position located in Al Jubail, Saudi Arabia, within the Eastern region. The role involves working closely with the Royal Commission and various industrial stakeholders in a dynamic project environment.
