Field Civil Engineer Ras Al Khair

About the Role

Bechtel Corporation is seeking a Field Civil Engineer for its operations in Ras Al-Khair, Saudi Arabia. This full-time position is based in Ras Al-Khair, approximately 100 kilometers north of Jubail Industrial City, with accommodation provided in Jubail Industrial City. The role requires daily commuting between Jubail and Ras Al-Khair. The Field Civil Engineer will be responsible for overseeing multiple contractors on large-scale civil engineering projects within the Jubail and Ras Al-Khair Industrial Cities, ensuring adherence to health, safety, and quality standards.

Project Context

Bechtel has managed the Jubail project in the Eastern Province of Saudi Arabia since the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC) for the Royal Commission, managing design submissions and overseeing construction work performed by local contractors. The project scope includes new residential communities, iconic buildings/bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure, roads and highways, and port and pipeline expansions. This position is designated as Single Status only.

Key Responsibilities

• Supervise the construction of large-scale highways and infrastructure projects throughout the project lifecycle, including testing and commissioning.
• Review and approve shop drawings, vendor design packages, and all site-related quality and health and safety documentation.
• Maintain a zero-accident policy on site by participating in client health and safety programs and conducting regular audits.
• Proactively eliminate rework activities by reviewing drawings and specifications and coordinating with other discipline specialists.
• Support contractors in preparing and submitting technical queries and implementing quality assurance systems in line with Royal Commission procedures.
• Represent the client in conducting quality, health, and safety inspections, preparing punch list items, and leading the closure of outstanding comments with contractors.
• Coordinate with the project team and contractors to identify defects, raise non-conformance reports, and ensure corrective procedures are implemented.
• Monitor site material quantities and approve contractors' monthly invoices as the client's representative.
• Coordinate with stakeholders to assist contractors with traffic detour plans and road closures.

Qualifications and Requirements

• 2-5 years of experience in civil engineering, specifically in the design and construction of highways and bridges.
• Technical proficiency in asphalt and reinforced concrete construction, including earthworks, drainage, and reinforced concrete structures.
• Ability to independently work with contractors while representing the client on site.
• Competence in reading, analyzing, and interpreting design drawings and specifications, and proactively identifying conflicts between disciplines.
• Experience in overseeing multiple utility construction projects.
• Strong understanding of quality assurance and health and safety documentation and implementation on construction sites.

Work Environment and Supervision

The Field Civil Engineer will receive direction from the Resident and Assistant Resident Engineer, as well as technical guidance from the Project Field Engineer. This role involves taking responsibility for all site-related activities, including health, safety, and quality. The position requires close collaboration within a multi-disciplined team of field engineers and safety engineers.
