Bechtel Corporation has managed the Jubail project in the Eastern Province of Saudi Arabia since the mid-1970s. This project involves the development of Jubail Industrial City, one of the largest civil engineering undertakings in modern times. Saudi Arabian Bechtel Company (SABCO) operates as the Management Services Contractor for the Royal Commission, overseeing engineering, procurement, and construction activities. The contract was renewed in June 2026 for an additional five years, focusing on new residential communities, infrastructure, and various public facilities.

Role Summary: Field Civil Engineer Ras Al Khair

The Field Civil Engineer in Ras Al Khair is responsible for supervising multiple contractors involved in the construction, testing, and commissioning of large-scale highways and roadwork projects. This full-time role emphasizes maintaining a positive health and safety environment and proactively eliminating rework through effective quality control. The engineer will review and approve quality assurance and health and safety documentation, working with contractors to implement these practices on site. The position requires independent work while representing the client, with competence in interpreting design drawings and specifications and identifying inter-discipline conflicts.

Key Responsibilities

• Supervise construction of large-scale highways and infrastructure projects throughout the project lifecycle, including testing and commissioning.
• Demonstrate technical proficiency in asphalt and reinforced concrete construction.
• Review and approve shop drawings, vendor design packages, and all site-related quality and health and safety documentation.
• Maintain a zero-accident policy on site through regular participation in client health and safety programs and conducting site audits.
• Eliminate rework activities by reviewing drawings and specifications and coordinating with other discipline specialists.
• Support contractors in preparing and submitting technical queries as required.
• Assist contractors in implementing a quality assurance system aligned with Royal Commission processes, including recording as-built drawings, technical submittal logs, TQ registers, and third-party laboratory documentation.
• Represent the client in conducting quality, health, and safety inspections, preparing punch list items, and leading contractors to close outstanding comments.
• Coordinate with the project team and contractors to identify defects, raise non-conformance reports, and ensure corrective procedures are implemented.
• Monitor site material quantities and, as the client's representative, sign off on contractor's monthly invoices.

Qualifications and Experience

• Recognized university degree in Civil or Structural Engineering.
• Minimum of 5-6 years of relevant work experience.
• Experience in construction supervision of civil infrastructure projects, including roadworks (asphalt installation, earthworks, drainage), and concrete works (including bridges).
• Understanding of standard site supervision procedures, including implementing inspection and test plans, and reviewing/approving shop drawings and technical submittals.
• Knowledge of interfacing discipline requirements, including electrical and mechanical construction practices associated with roadwork projects.
• Experience in construction procedures for earthworks, drainage, asphalt, and reinforced concrete structures.
• Understanding of international codes and standards pertaining to asphalt and concrete works.
• Ability to read and understand design drawings, vendor design packages, specifications, and apply industry best practices on construction projects.

Work Location and Conditions

This position is based in Ras Al Khair, approximately 100 kilometers north of Jubail Industrial City. Daily commuting between Jubail and Ras Al Khair is required, utilizing available transportation or shuttle bus services.
