Job Description

About the Role

Multilink Management Consultants is seeking an experienced Procurement Engineer to manage the procurement of materials, equipment, and services for large-scale Oil & Gas EPC projects. This full-time position, based in Al Khobar, Eastern Region, requires a professional capable of ensuring timely procurement while maintaining project quality, budget, and schedule requirements through effective vendor management and coordination with various project teams.

Key Responsibilities

  • Manage end-to-end procurement activities for Oil & Gas EPC projects.
  • Review material requisitions, technical specifications, Bills of Quantities (BOQs), and engineering drawings.
  • Prepare and issue Requests for Quotation (RFQs) and Requests for Proposal (RFPs) to approved vendors.
  • Conduct technical and commercial bid evaluations in coordination with engineering and project teams.
  • Negotiate pricing, delivery schedules, payment terms, and contract conditions.
  • Issue Purchase Orders (POs) and monitor order execution.
  • Expedite procurement activities to ensure timely delivery of materials and equipment.
  • Coordinate with Quality Assurance/Quality Control (QA/QC) for vendor inspections, Factory Acceptance Tests (FATs), and material compliance.
  • Develop and maintain strong relationships with approved suppliers and identify new qualified vendors.
  • Monitor procurement schedules and provide regular status reports to project management.
  • Resolve supplier issues related to quality, delivery, and commercial matters.
  • Ensure procurement activities comply with project specifications, company procedures, and client requirements.
  • Coordinate with logistics teams for shipment, customs clearance, and delivery to site.
  • Support cost optimization initiatives through effective sourcing and negotiation strategies.
  • Maintain procurement documentation, vendor records, and contract files for project audits.

Required Experience and Qualifications

  • A minimum of 5 to 10 years of experience as a Procurement Engineer.
  • Proven experience working on large Oil & Gas EPC construction projects.
  • Demonstrated knowledge of Saudi Aramco procurement standards and approved vendor requirements.
  • Track record of delivering procurement packages within project schedule and budget.

The successful candidate will possess strong vendor management skills and the ability to coordinate effectively with engineering, construction, QA/QC, and project teams. This role requires a professional who can navigate complex procurement processes and ensure compliance with project specifications and company procedures.
