About the Role

The Area Estimation Manager at *** Group in Dammam, Eastern, Saudi Arabia, is responsible for leading the preparation and submission of competitive tenders within an assigned Area of Operations. This full-time role involves managing tender processes across multiple disciplines, including Mechanical, Pipeline, Electrical & Instrumentation (E&I), and Civil Engineering. The manager ensures timely and compliant submissions, coordinating with various internal and external stakeholders to secure successful bids. The position requires 5-10 years of relevant experience.

Tender Management and Compliance

  • Ensure all communications (queries, extension of time requests) between the client and the PTD (Central Support Office) are processed and submitted on time.
  • Manage and oversee the preparation of technical tender submittals, ensuring compliance with instructions to bidders and completeness of submissions.
  • Ensure that both technical and commercial tender submissions are fully compliant with all necessary details as per tender requirements.
  • Review and control Area tender documents compiled by the team, preparing queries to clarify client expectations when needed.
  • Coordinate and review with the technical team the consolidated proposal documents, including manhours, equipment/plant hours, adopted subcontractors and suppliers, and method statements.
  • Maintain accurate and comprehensive internal bid documentation and database.

Stakeholder Coordination and Pricing Strategy

  • Coordinate with different departments and trades to understand specific requirements for site visits, clarifications, logistics, and procurement essential for successful tender completion.
  • Coordinate and follow up with all stakeholders (PTD, Client, Suppliers, Subcontractors, Projects teams, corporate departments) to address pre-bid and post-bid clarifications.
  • Close the pricing phase of the tender in collaboration with different departments and trades before the final submission date.
  • Prepare relevant technical and commercial bid presentations for management review.
  • Partner with the Area Procurement & Subcontracts team to provide Invitations to Bid (ITB) and Request for Quotations (RFQ) for vendors.
  • Evaluate vendor quotations with the team, securing optimal pricing through proper follow-up and coordination with the Area Procurement & Subcontracts team and suppliers, aligning with client specifications.
  • Liaise with the Planning team during the preparation of schedules of work, plant lists, and crew distribution, providing necessary information.
  • Assess and liaise with concerned departments for the optimization of direct & indirect rates (internal & external) and indirect project costs, benchmarking with market prices.
  • Estimate and price the indirect costs related to activities and disciplines.

Risk Assessment and Operational Support

  • Conduct client visits when needed to provide necessary answers and clarifications to the team, enhancing pricing efficiency.
  • Evaluate tender risks and generate needed assessments and recommendations to Managers from project start-up until submission.
  • Provide relevant support to the operations team following contract award to ensure a comprehensive and smooth project handover via transfer notes/meetings, and prepare the budget for the cost control department.
  • Train and provide support to Area staff and resources working in Tendering within their discipline to ensure work is completed on time and according to company standards.
  • Propose discounts related to competitive offers and coordinate with Area Managers to confirm these discounts.

External Engagement and Representation

  • Prepare for and/or attend launching meetings, review engineering requirements, and plan for estimation tasks to complete proposals within deadlines.
  • Organize and attend internal progress meetings, updating the team on progress and raising concerns.
  • Conduct direct meetings with clients, suppliers, subcontractors, and engineering firms; perform site visits; and communicate directly with project staff to collect accurate data.
  • Perform technical presentations to clients and attend technical clarification meetings after technical submittal, where required.
  • Represent the company in client technical proposal meetings.
  • Attend Reconciliation Meetings in Joint Venture Tenders for controlling and approving technical and commercial affairs.

Qualifications and Experience

  • A minimum of 5 to 10 years of experience in a relevant estimation or tendering management role.
  • Demonstrated ability to lead and manage competitive tender processes across multi-disciplinary projects.
  • Strong coordination, communication, and negotiation skills with diverse stakeholders.
  • Proficiency in preparing comprehensive technical and commercial bid documentation.
