About the Cost Controller Role
PIPECARE Group is seeking an experienced Cost Controller to join our team in Dammam, Eastern Province. With over 20 years of experience providing technology and service-focused solutions to the international oil and gas industry, PIPECARE Group is dedicated to ensuring the integrity of pipeline and facility assets for our clients. This full-time position is integral to our Saudi Arabia operations and assigned regional projects.
Role Overview and Responsibilities
The Cost Controller will be responsible for the comprehensive monitoring, control, and reporting of project costs. This includes managing project budgets, commitments, actual expenditures, accruals, forecasts, and cost-to-complete for projects within Saudi Arabia and other assigned regions. The role involves detailed analysis and proactive management of financial aspects to ensure project profitability and adherence to budgetary constraints.
Key Responsibilities
- Monitor and control project budgets, commitments, actual costs, accruals, forecasts, and cost-to-complete for Saudi Arabia projects.
- Prepare, review, and update project cost estimates, budgets, and cost breakdowns, covering labor, materials, equipment, logistics, subcontractors, and other expenditures.
- Verify supplier, vendor, and subcontractor invoices and claims against purchase orders, contracts, delivery records, service confirmations, and approved budgets.
- Support project planning by monitoring milestones, deliverables, resource utilization, billing milestones, and schedule-related cost impacts.
- Track, analyze, and report project variations, change orders, additional work, and related cost or revenue impacts.
- Prepare monthly project cost reports, budget-versus-actual analysis, forecast reports, cash flow inputs, and management dashboards.
- Coordinate with Procurement, Logistics, Finance, and Operations to monitor purchase orders, deliveries, invoicing, and project close-out status.
- Support the technical and commercial review of tenders, subcontractor quotations, service agreements, and project pricing assumptions.
- Identify cost risks, budget overruns, margin impacts, and financial feasibility concerns, and recommend corrective actions.
- Attend project meetings, coordinate with internal teams and external clients, and support the timely resolution of cost-related issues.
- Undertake additional duties assigned by management to support project delivery and financial control.
Qualifications and Experience
- Bachelor’s degree in Finance, Accounting, Business Administration, or a related discipline.
- Minimum of 5 years of experience in project cost control, project accounting, planning, or commercial finance, preferably within the oil and gas, industrial services, construction, or technical services sectors.
- Strong knowledge of budgeting, forecasting, cost analysis, invoice verification, project reporting, and variance analysis.
- Advanced Microsoft Excel skills and experience with ERP, accounting, or project management systems.
- Ability to communicate effectively with project managers, finance teams, procurement, logistics, suppliers, and client representatives.
- Professional certification such as ACCA, CMA, CPA, or equivalent is considered an advantage.
Physical and Mental Requirements
- Ability to lift and carry up to 50 pounds.
- Mobility to walk and climb, including maneuvering within refinery or plant environments and accessing elevated platforms via ladders and stairwells.
- Sufficient clarity of speech and hearing, or other communication capabilities, to communicate effectively.
- Ability to maintain focus and multitask effectively.
- Willingness to wear safety equipment as required.
- Sufficient personal mobility and physical reflexes, with or without reasonable accommodations, to perform office duties and travel to off-site locations when necessary.
