About the Role
Celeros Flow Technology, a company with over 140 years of heritage in providing mission-critical flow control solutions globally, is seeking an HR & Finance Administrator. This full-time role is based in Dammam, Eastern Region, Saudi Arabia, and is vital for ensuring the smooth daily operations of the entity by managing diverse duties across administration, human resources, and finance within a global, collaborative, and multi-cultural environment.
Key Responsibilities
The HR & Finance Administrator will be responsible for a diverse range of duties, ensuring the efficient operation of the Dammam entity. Key responsibilities include:
- Administration: Manage daily office operations including reception, visitor management, mail handling, filing, and document preparation. Coordinate office maintenance, manage supplies, and maintain safety and security systems. Provide administrative support for employee onboarding/offboarding and assist HR/Legal and Marketing teams with translation and event support.
- Human Resources: Ensure timely renewal and compliance of company licenses, registrations, and employee work authorization documents. Manage all employee immigration and labor-related processes, including work visas, Iqama issuance/renewals, sponsorship transfers, and exit/re-entry visas. Administer employee transactions through government platforms (Qiwa, GOSI, HRSD, Muqeem, Absher). Maintain accurate employee personnel files in compliance with Saudi Labour Law and company policies, liaising with government authorities as needed. Monitor regulatory updates and prepare employment-related documentation, while maintaining confidentiality of sensitive HR information.
- Finance: Manage office petty cash, ensuring accurate recordkeeping, reconciliation, and reporting. Process and manage vendor invoices with proper documentation and approvals. Handle customer invoicing, including e-invoicing via the ZATCA portal. Assist with internal and external audits by organizing documents and responding to queries.
Qualifications and Experience
- Education: Degree in business administration or a related field.
- Experience: 3 to 5 years of relevant experience in Saudi Arabia, with mandatory additional experience in immigration, HRSD, and Saudi law.
- Technical Proficiency: Highly proficient in standard Microsoft applications (Outlook, Word, Excel, PowerPoint) and demonstrated experience in database management and record keeping.
- Government Systems Knowledge: Working knowledge of government systems, portals, and apps such as GOSI, MOL, MUQEEM, SAGIA, and QIWA.
- Language: Fluency (verbal and written) in both English and Arabic is essential.
- Driving License: A valid driving license converted for use in Saudi Arabia is beneficial.

Work Environment and Conditions
The role involves daily activities such as standing, sitting, walking, talking, hearing, and seeing, with specific close vision abilities for computer work. Occasional stooping, kneeling, crouching, crawling, lifting light to moderate objects, and travel (by air or road) may be required. The work environment is typically a business office with moderate noise levels, potentially in an open-plan or individual office setting, requiring extended periods at a computer terminal or during travel.
