About the Role

Ram Arbia For General Contracting is seeking a MEP Procurement Officer to join their team in Dammam, Eastern Region. This full-time role requires a professional with specialized experience in the contracting sector, focusing on the efficient management of procurement and supply operations for Mechanical, Electrical, and Plumbing (MEP) works.

Role Purpose

The primary purpose of this role is to ensure the timely and cost-effective provision of project requirements, adhering to approved technical specifications and schedules, while maintaining high standards of quality. The ideal candidate will possess extensive knowledge of the local supplier market and demonstrate strong capabilities in managing the entire procurement cycle.

Key Responsibilities

• Manage and execute procurement and supply operations for MEP materials and equipment, including mechanical, electrical, plumbing, and sanitary ware.
• Review technical specifications, engineering drawings, and Bills of Quantities (BOQ) to accurately determine procurement and supply requirements.
• Prepare and issue Requests for Quotation (RFQ) to approved suppliers, receive offers, and create technical and financial comparison tables.
• Analyze and evaluate supplier offers based on technical compliance, quality, pricing, and delivery terms.
• Negotiate with suppliers to secure optimal prices, commercial terms, and delivery schedules that align with company interests.
• Prepare and issue Purchase Orders, and monitor their execution in coordination with technical departments and project teams.
• Track supply and delivery operations to ensure materials and equipment reach project sites according to approved timelines.
• Develop and maintain a supplier database, evaluate supplier performance, and identify alternative, reliable supply sources.
• Monitor price trends and market changes, and prepare periodic reports on procurement, costs, and supply status.
• Coordinate continuously with project management, the technical office, and warehouses to ensure project needs are met without delay.

Qualifications and Experience

• A minimum of 5 years of practical experience in MEP procurement within contracting companies.
• Proven experience in purchasing and supplying electrical, mechanical, plumbing systems, and sanitary equipment.
• Strong knowledge of suppliers, manufacturers, agents, and market prices in Saudi Arabia, with a preference for candidates with professional networks in the Eastern Region.
• Ability to read and understand engineering drawings, technical specifications, and Bills of Quantities (BOQ).
• Experience in preparing RFQs, comparison tables, and Purchase Orders, and managing the procurement cycle.
• Proficiency in Microsoft Excel and Enterprise Resource Planning (ERP) systems.
• Excellent negotiation, financial analysis, effective communication, and supplier relationship management skills.
• Ability to manage procurement priorities and handle multiple project requirements simultaneously.
• Commitment to accuracy, organization, and achieving cost, quality, and delivery targets.
• Previous experience in contracting projects within Saudi Arabia, particularly in the Eastern Region, is preferred.

Essential Requirements

Candidates must possess actual and specialized experience in MEP procurement for contracting projects; general procurement experience alone is not sufficient. The candidate must also be capable of direct engagement with suppliers and have a clear understanding of the technical and commercial requirements of projects.
