About the Role

Koch is seeking a Mobility & Resources Administrator to join its team in Dammam, Eastern, Saudi Arabia. This full-time role is critical for enabling safe, compliant, and efficient workforce mobility across Saudi Arabia and the GCC region. The administrator will support informed business decisions through effective coordination, risk awareness, and continuous improvement of mobility processes.

Key Responsibilities

  • Manage end-to-end administration of temporary and contingent workforce across Saudi Arabia and GCC, including onboarding, deployment, transfers, extensions, and demobilisation.
  • Coordinate workforce mobility and deployment activities, balancing business priorities, cost, timing, and compliance requirements.
  • Manage visas, work permits, immigration processes, renewals, extensions, and cancellations.
  • Ensure workforce compliance with Saudi and GCC labour laws, immigration regulations, and company governance standards.
  • Administer Qiwa (Ajeer) processes, workforce registration, and Saudization-related requirements.
  • Partner with manpower suppliers and recruitment agencies to source, validate, and mobilise talent.
  • Support onboarding, assignment changes, workforce transitions, and offboarding activities.
  • Monitor workforce utilisation, allocation, and mobilisation efficiency to support operational needs.
  • Maintain accurate workforce, visa, supplier, and project data for reporting and decision-making.
  • Identify compliance risks, process gaps, and improvement opportunities, while supporting audits and governance requirements.
  • Provide workforce reporting, mobility insights, and recommendations to support workforce planning and business decisions.
  • Collaborate with HR Operations, Legal, Compliance, government authorities, and business stakeholders to ensure smooth and compliant workforce mobility.

Required Qualifications

Candidates should possess 5-10 years of experience in a relevant field.

  • Experience in project-based manpower operations, workforce administration, or mobility.
  • Strong understanding of Saudi labor law, immigration processes, and Qiwa (Ajeer).
  • Ability to evaluate options and make sound decisions, balancing compliance, cost, and operational needs.
  • Strong stakeholder management and coordination skills.
  • High attention to detail with a strong compliance and risk-awareness mindset.
  • Ability to manage multiple priorities in a fast-paced environment.

Preferred Skills and Experience

  • Experience managing contingent and project-based workforce mobilisation.
  • Strong decision-making skills with the ability to assess mobility options and business needs.
  • Experience working with Qiwa, Ajeer, visas, and workforce compliance processes.
  • A collaborative approach when working across functions and global teams.
  • Ability to identify practical solutions while balancing compliance, risk, and operational priorities.

Work Environment and Collaboration

The Mobility & Resources Administrator will join the International Services team. This role involves close collaboration with HR Operations, Compliance, Legal, Recruitment, manpower suppliers, government authorities, and business leaders across Saudi Arabia and the GCC to ensure seamless workforce mobility and resource deployment.

This is a full-time position based in Dammam, Eastern, Saudi Arabia. The role operates within a dynamic environment focused on ensuring efficient and compliant workforce operations.
