Proposal Specialist

About the Role

DowMartin, a leading global technical services company, is seeking a Proposal Specialist to support its business growth and expansion in Dammam, Eastern, Saudi Arabia. This full-time role involves managing and coordinating the preparation of tenders, proposals, bids, quotations, and commercial submissions. The specialist will ensure all submissions are accurate, competitive, professionally presented, and delivered within required deadlines.

Key Responsibilities

• Manage and coordinate the preparation of tenders, proposals, bids, quotations, and commercial submissions.
• Ensure all submissions are accurate, competitive, and professionally presented.
• Deliver all submissions within the required deadlines.
• Collaborate with Business Development, Sales, Operations, Technical, and Commercial teams.
• Develop high-quality proposals that address client requirements and enhance business acquisition.

Required Qualifications and Experience

• Experience in proposal management, tendering, bid management, commercial, or pre-sales roles.
• Experience preparing proposals and tenders for major clients, contractors, EPC companies, or industrial organizations.
• Strong ability to interpret technical specifications, scopes of work, RFQs, RFPs, and tender documentation.
• Experience within inspection, testing, certification, NDT, asset integrity, engineering, oil & gas, energy, industrial, or infrastructure sectors is preferred.

Skills and Market Knowledge

• Commercially aware and highly organized professional capable of independently managing multiple tenders from initial review to final submission.
• Strong understanding of the Saudi tendering environment.
• Knowledge of the Saudi Arabian market and tendering environment is highly desirable.
• Previous experience and an established understanding of the Saudi Arabian market, clients, and tendering environment will be a significant advantage.
