About the Role

Confidential Government is seeking a Sr Manager Contracting & Procurement to oversee and manage all aspects of contract formation, negotiation, and administration. This full-time position is based in Dammam, Eastern Region, and requires 5-10 years of experience.

Role Overview

The incumbent will be responsible for developing, managing, and controlling all facets of contract formation, negotiation, and management. This role provides technical guidance and oversight of the procurement function to all levels of staff and management, leading and supporting the entire procurement life cycle for all goods and services procured by the company. Professional purchasing concepts, standards, and organizational objectives will be applied to complete complex procurement and contracting assignments.

Key Responsibilities

  • Provide day-to-day contract administration support and manage the full life cycle of procurement and contracts processes.
  • Draft complex legally binding contracts, agreements, and instruments, including non-disclosure agreements, lease agreements, purchase orders, and subcontracts, utilizing both custom and standard terms and conditions.
  • Assist staff in negotiating contract terms and conditions to ensure they are favorable to the company's business interests, minimize risk, and comply with applicable laws, regulations, policies, and procedures.
  • Serve as a subject matter expert in procurement and contracting, developing standards for legally binding agreements, contracts, policies, procedures, templates, tools, and systems.
  • Provide subject matter expertise, advice, recommendations, training, and guidance to staff and management on contractual and procurement-related issues, policies, procedures, and systems.
  • Own the procurement process, supporting functions such as strategic sourcing, subcontracting, and vendor file management. Assist staff in drafting requests for proposals, specifications, terms of reference, evaluation criteria, and sole source justifications.
  • Research unique legal or contractual issues impacting the organization regarding contract, procurement, intellectual property, and other international and corporate matters by identifying related best practices, statutes, and regulations.
  • Establish and maintain positive working relationships with internal and external clients and stakeholders.
  • Perform other duties as directed by executive management.

Minimum Requirements

  • A bachelor’s degree in a Business or Engineering discipline. An advanced degree (*, MBA, Law) is preferred.
  • 18 years of experience in Contracts & Procurement or a similar position.
  • Excellent management and leadership skills.
  • Superior attention to detail to identify inconsistencies in contracts.
  • Knowledge of local and international procurement and contracting regulations, laws, and procedures.
  • Proficiency with Microsoft Office and purchasing software.
  • Excellent communication and negotiation skills.

Work Environment and Type

This is a full-time position located in Dammam, Eastern Region. The role requires adherence to personnel and department policies, operating procedures, and safety protocols. Respect, tact, and courtesy are expected in all dealings.
