About the Role

Hill International (Middle East) Limited is seeking a Contracts Management Department Manager to join their team in Riyadh. This full-time position requires a seasoned professional with over 10 years of experience in contracts management.

Key Responsibilities

The Contracts Management Department Manager will be responsible for developing and implementing departmental operating structures, processes, and procedures aligned with PMM standards. This includes ensuring functional compliance for awarded contracts across various aspects such as performance, guarantees, invoicing, payment, change management, claims, handover, defects, warranty, and close-out. The role also involves maintaining functional oversight of contract administrators assigned to Clusters and Business Units, assessing client staff capabilities, and recommending appropriate roles. A critical part of the role is preparing and executing a knowledge transfer program for the Contracts Management Section, including on-the-job learning.

• Reviewing change requests and claims, and providing recommendations for approval.
• Supporting other departments with contract formation and management services, including templates for consultant and General Engineering Services contracts.
• Maintaining the consolidated list of approved contractors, consultants, and suppliers.
• Assisting in the review of the commercial aspects of bid packages.
• Monitoring contract adherence to government and client procurement regulations.
• Ensuring proper implementation of project close-out processes and procedures.
• Reviewing project suspension and withdrawal requests, and recommending for approval.
• Staying informed of and ensuring compliance with Hill International's Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures.
• Performing other duties as assigned by the line manager/supervisor.

Qualifications and Experience

Candidates must possess a Bachelor's degree in engineering from an accredited university. A minimum of 20 years of experience in contracts management is required, including overall responsibility for contract management on large-scale projects. Experience with the Kingdom of Saudi Arabia procurement law is essential. The role demands direct experience in managing workload distribution, work execution, and personnel management. Proficiency in the formation and administration of (sub)contracts, encompassing pre-qualification, bid compilation, bid evaluation, award, performance monitoring, back charges, and claim resolution, is necessary.

• Technical and administrative knowledge of engineering/construction industry contracting practices, government and commercial procurement regulations, policies, procedures, and work practices.
• Demonstrated experience in pricing, contract law, contract drafting, administration, and negotiation of change orders, effective correspondence, planning, and scheduling.
• Thorough knowledge of prime contracts management administration, (sub)contract formation and administration, execution office and field procedures, and documents related to multi-discipline construction projects.
• Excellent verbal and written communication skills in both Arabic and English.
• Preferable experience working in KSA.
