About the Substation Specialist Role

MPH is seeking a Substation Specialist to join their team in Dammam, Eastern, Saudi Arabia. This full-time position is critical for overseeing all on-site works related to substation construction, ensuring projects are completed efficiently and to specification. The role requires 2-5 years of relevant experience.

Role Purpose and Oversight

The Substation Specialist is responsible for the comprehensive supervision of on-site substation activities. This includes ensuring that all construction adheres strictly to defined standards, tender documents, and design studies. The specialist will work in close collaboration with contractors to prevent potential delays, claims, or defects, and will provide consistent reporting to project management.

Key Responsibilities

• Supervise construction to ensure expeditious and economical completion in accordance with EPC Contracts.
• Monitor the EPC Contractor to ensure quality, safety, schedule adherence, and compliance with approved designs.
• Lead site inspections and identify potential site issues, suggesting solutions in liaison with project management and EPC teams.
• Review and assess Contractor's Daily Reports.
• Interpret drawings and specifications, consulting with contractors as required, to ensure program compliance.
• Rectify any errors found in detailed design or working drawings.
• Maintain comprehensive records of site activities, progress, non-conformities, remedial actions, follow-up history, near-miss cases, lessons learned, and interface cases at the site level.
• Perform site progress meetings and attend monthly meetings as required by Project Management.
• Certify all material reports, site progress reports, inspections performed, joint measurement certificates for work progress, and related invoicing.

Commissioning, Testing, and Site Safety

• Coordinate with relevant stakeholders for commissioning activities.
• Supervise inspection, testing, and commissioning processes.
• Oversee acceptance tests and commissioning carried out by the Contractor in the presence of client representatives.
• Coordinate necessary interfaces for outages with client's stakeholders and contractors.
• Regularly oversee site safety, health, and environmental aspects to ensure a safe, environmentally friendly site with zero man-hour loss.

Reporting and Team Environment

The Substation Specialist will report directly to the Project Manager and Project Coordinator. This role is an integral part of a team comprising approximately 14 engineers or assistant engineers, who are staffed across various project sites.

Required Experience

Candidates for this position must possess 2-5 years of relevant experience in substation construction supervision or a closely related field.
