About the Role

PACC Offshore Services Holdings Ltd is seeking a Superintendent, HSSEQ to provide leadership and operational assurance for a defined segment of its marine fleet. This role acts as the primary link between the Head HSSEQ and vessel-level HSSEQ Managers, ensuring the consistent implementation of the Integrated Management System (IMS) across assigned vessels. The Superintendent will drive performance improvement and ensure compliance with international maritime regulations and standards, including ISM, ISPS, MLC, MARPOL, ISO 45001, ISO 14001, and ISO 9001.

Key Responsibilities

• Assume ownership of all HSSEQ Key Performance Indicators (KPIs) for the assigned fleet segment, including TRIR, LTIF, near-miss reporting rates, audit closure rates, and environmental incident metrics.
• Maintain a live risk register for the segment, covering geographic, operational, and asset-specific risks.
• Develop and execute a rolling schedule for fleet assurance activities, including vessel visits, safety inspections, ISM internal audits, and ISPS security assessments, with a minimum of one visit per vessel every six months.
• Provide direct support and coaching to Offshore HSSEQ PICs and Masters on incident investigation, Permit to Work (PTW) audits, safety culture interventions, and client HSSE interface.
• Verify that all Offshore HSSEQ PICs and vessel safety officers meet segment-specific competency requirements.
• Lead or escalate high-potential incidents, Lost Time Injuries (LTIs), and major environmental breaches across the segment, ensuring consistent application of investigation methodologies like TapRooT or 5-Why.
• Review all incident reports from vessels prior to submission to the Head HSSEQ, ensuring thorough identification of root causes and systemic corrective actions.
• Track corrective action closure rates across the segment and escalate overdue actions.
• Act as the primary HSSEQ point of contact for client HSSE teams within the segment.
• Lead client pre-qualification and tender responses for HSSE sections and present segment performance data during client audits.
• Coordinate joint safety campaigns and client-led verification visits on assigned vessels.
• Serve as an alternate or designated DPA (Designated Person Ashore) for vessels within the segment, provided the necessary qualifications under the ISM Code are met.
• Monitor the validity of vessel certificates and advise vessels on upcoming surveys.
• Oversee external audit readiness for Flag state, Class, Oil Major, and ISO audits, including pre-auditing vessels and debriefing findings.
• Monitor segment-level environmental metrics such as carbon intensity (CII), oil-in-water exceedances, garbage segregation deviations, and NOx/SOx compliance.
• Drive the achievement of ISO 14001 segment objectives, including initiatives for the reduction of single-use plastics and improved fuel efficiency.
• Review customer satisfaction feedback from a quality perspective and identify systemic non-conformities across the segment.

Qualifications and Requirements

• Possess a Degree in Nautical Studies, Engineering, or any relevant degree.
• Hold a COC Class 1 Master/Engineer qualification.
• Have at least 10 years of experience in operations or HSE & Quality roles.

This is a full-time position with PACC Offshore Services Holdings Ltd. The role is based in Dammam, Eastern Province, Saudi Arabia. The position requires a minimum of 10 years of relevant experience.
