We are seeking a Grid Compliance Manager to join our team in Duba, Saudi Arabia, on a full-time basis.

The Role of Grid Compliance Manager

The Grid Compliance Manager will be responsible for leading and overseeing all aspects of grid code compliance for Air Products Qudra's operations. This critical role involves developing and executing comprehensive compliance strategies, managing technical interfaces with utilities and regulators, and ensuring strict adherence to the Saudi Arabian Grid Code and other applicable transmission regulations. The manager will coordinate complex power system studies, validate models, and provide essential support for commissioning activities to ensure stable and compliant grid operations.

Key Responsibilities

  • Develop and maintain the overall Grid Code Compliance Strategy and roadmap, ensuring adherence to the Saudi Arabian Grid Code, TRCG requirements, utility connection agreements, and applicable transmission regulations.
  • Establish compliance milestones, monitor execution against schedule, and provide clear reporting on compliance status, risks, required decisions, and approval progress.
  • Serve as the primary technical focal point with SEC / Saudi Electricity, transmission operators, regulators, and independent reviewers, leading technical workshops, compliance reviews, and approval meetings.
  • Coordinate the closure of regulator comments, technical queries, and submission cycles, managing the approval of technical reports, study packages, and supporting documentation.
  • Lead and coordinate comprehensive grid compliance studies, including dynamic studies (DMAT, dynamic impact, model benchmarking, voltage/frequency stability), static studies (load flow, short circuit, reactive power, transformer energization, transmission line auto-reclosing), power quality activities (harmonic studies, filter design validation, assessments), and grid interaction studies (control interaction, small signal stability, SSCI, SSTI, MIIF).
  • Coordinate technical activities across various OEM and contractor teams (solar, wind, BESS, electrolyser, STATCOM, EPC, study consultant, protection vendor).
  • Obtain and track validated PSS/E, PSCAD, DIgSILENT, and RTDS models, monitoring OEM issue resolution and ensuring model updates align with compliance requirements. Drive the closure of technical issues impacting study completion, utility approval, energization, or full-load operation.
  • Lead Real-Time Digital Simulation (RTDS) compliance activities and model benchmarking, coordinating hardware-in-the-loop and controller testing. Ensure consistency across PSCAD, PSS/E, and RTDS models with site-installed systems, supporting Site Acceptance Testing and commissioning.
  • Ensure compliance of active power control, voltage control, Fast Generation Shedding, Fast Load Shedding, protection schemes, and plant controller functions. Coordinate validation of grid-forming and grid-following controls through studies, testing, and field verification to confirm support for stable grid operation and utility requirements.
  • Identify and manage risks associated with grid connection approvals, study completion delays, harmonics, model readiness, OEM performance, protection coordination, and regulatory compliance. Establish mitigation plans, escalate unresolved risks with clear impact statements, and maintain a Grid Compliance Risk Register and action tracker.
  • Provide grid compliance support for energization and commissioning strategies, reviewing switching philosophies, operating procedures, and grid-code demonstration requirements. Support first energization, first synchronization, performance testing, operational demonstrations, start-up readiness reviews, and operational handover activities.

Technical Proficiencies

The role requires deep technical proficiency in various grid compliance studies and tools. Candidates should demonstrate experience with:

  • Leading dynamic studies, including DMAT, dynamic impact studies, model benchmarking, voltage stability, and frequency stability.
  • Leading static studies, including load flow, short circuit, reactive power, transformer energization, and transmission line auto-reclosing studies.
  • Managing power quality activities, including harmonic studies, filter design validation, and power quality assessments.
  • Coordinating grid interaction studies, including control interaction, small signal stability, SSCI, SSTI, and MIIF assessments.
  • Working with power system modeling software such as PSS/E, PSCAD, DIgSILENT, and RTDS, including Real-Time Digital Simulation (RTDS) and hardware-in-the-loop testing.
  • Ensuring compliance of active power control, voltage control, Fast Generation Shedding, Fast Load Shedding, protection schemes, and plant controller functions.

Candidate Profile

Candidates for the Grid Compliance Manager position should possess a strong background in electrical engineering or a related field, with demonstrated expertise in grid code compliance, power system studies, and regulatory interface. The role demands a professional with proven leadership capabilities, the ability to manage complex technical initiatives, and strong skills in stakeholder communication and risk management.
