Senior Quantity Surveyor

About the Role

Outdoor Factory MEA is seeking a Senior Quantity Surveyor to join its site team in Jazan. This full-time role focuses on contract commercial management during the project execution phase, specifically handling monthly progress measurement and payment applications, variations, and the preparation and follow-up of claims. The successful candidate will collaborate with the site engineering, planning, procurement, and head office commercial teams to ensure accurate and well-substantiated payment and claim submissions.

Key Responsibilities

• Prepare and submit monthly interim payment applications (IPCs) in accordance with the contract BOQ and payment terms.
• Conduct joint measurements with the site team, client, and consultant, reconciling executed quantities against the BOQ.
• Perform quantity take-offs and verification from various drawing types including PDF, AutoCAD, IFC/shop, as-built, and BIM models.
• Track work progress with site engineers and maintain measurement sheets, quantity records, and supporting documents.
• Follow up on payment certification, resolve comments and queries, and monitor payment status.
• Identify variations, scope changes, design changes, and instructions that may lead to cost or time entitlements.
• Prepare and submit contractual notices within specified time limits.
• Prepare Variation Orders (VOs), claims for additional cost, and Extension of Time (EOT) submissions with comprehensive supporting records.
• Calculate cost and quantum for prolongation, disruption, and acceleration claims as applicable.
• Support negotiations and clarification meetings with the client and consultant.
• Evaluate subcontractor quotations and prepare bid comparisons.
• Review and certify subcontractor and supplier progress claims, managing back-to-back valuations.
• Prepare cost-to-complete, cost vs. revenue reports, and forecasts for project management.
• Update BOQs, quantity breakdowns, and cost estimates for revised or additional scope.
• Review contract documents, specifications, and drawings to identify scope gaps, design inconsistencies, and commercial risks.
• Prepare and manage RFIs and technical/commercial correspondence.
• Coordinate with site, engineering, planning, procurement, and head office commercial teams.
• Maintain organized records of quantities, IPCs, VOs, claims, RFIs, correspondence, and drawing revisions.
• Utilize Planswift and Bluebeam for digital measurement and drawing analysis.

Qualifications and Experience

• Bachelor's Degree in Civil Engineering, Quantity Surveying, or Construction Management.
• Minimum of 7 years of dedicated experience in Quantity Surveying, including site-based contract administration.
• Proven experience in preparing monthly progress payments, variations, and claims on construction projects.
• Strong understanding of construction drawings, specifications, and contract conditions (FIDIC).
• Demonstrated experience in BOQ preparation and digital quantity take-offs.
• Experience in a contractor's site commercial team on large-scale construction or infrastructure projects is preferred.
• Experience in claims preparation (EOT, prolongation, disruption) and delay analysis support is preferred.
• Familiarity with international measurement standards (POMI, NRM, CESMM) is an advantage.
• Exposure to projects in Saudi Arabia or the wider Middle East is preferred.

Required Competencies

• Sound knowledge of contractual notice, entitlement, and time-bar requirements.
• Ability to work efficiently under submission deadlines.
• Strong coordination and communication skills with site, engineering, and commercial teams.
• Ability to work independently on site and manage client/consultant negotiations.

Work Environment

This is a full-time, site-based position in Jazan, requiring close collaboration with various project teams and stakeholders to ensure successful project delivery.
