About the Role

Tibah Airports Operation Co. is seeking a Procurement Specialist to join its team in Medina. This full-time position is responsible for managing end-to-end procurement activities to ensure the acquisition of high-quality products and services at competitive prices, while adhering to company policies and budgetary constraints.

Job Purpose

The Procurement Specialist will execute all procurement and contracting operations within the Procurement & Contracts department. This includes sourcing qualified suppliers, negotiating contracts, managing vendor relationships, and ensuring compliance with Tibah Airports Operation Company's policies, budgetary limits, and quality standards. The role is critical in supporting the organization's operational continuity and reputation within the aviation sector.

Key Responsibilities

  • Conduct vendor registration and pre-qualification processes according to company standards.
  • Perform market research to identify and recommend qualified vendor shortlists based on procurement specifications.
  • Continuously evaluate approved vendors to ensure their technical and financial performance meets purchase order requirements.
  • Manage the preparation, issuance, and processing of Purchase Orders (POs), Requests for Quotation (RFQs), and other procurement documents.
  • Ensure timely delivery of goods and services within agreed quality standards and approved budgets.
  • Identify and report deviations from procurement plans and implement corrective actions in coordination with relevant departments.
  • Support the preparation and review of procurement contracts, ensuring compliance with company policies, local regulations, and international standards.
  • Ensure all sourcing and contracting activities adhere to applicable regulatory frameworks and internal governance.
  • Prepare detailed supplier performance reports, including evaluations and recommendations for improvement.
  • Maintain accurate procurement records within the Oracle ERP system.
  • Assist in the preparation of periodic procurement dashboards and KPI reports for management.

Qualifications and Experience

  • Bachelor's Degree in Business Administration, Supply Chain Management, Procurement, or a related field.
  • A CIPS, CSCP, CPP, or equivalent procurement/supply chain certification is advantageous.
  • Minimum of 3 years of relevant procurement experience, with at least 1 year in a similar specialist role, preferably within the aviation, infrastructure, or services industry.
  • Fluency in both Arabic and English is required.

Required Skills and Knowledge

  • Proficiency in Oracle Procurement module within ERP systems.
  • Advanced skills in MS Office, including Excel, PowerPoint, and Word.
  • Strong knowledge of procurement principles, including sourcing, bid evaluation, contract lifecycle management, and supplier KPIs.
  • Awareness of Saudi procurement regulations and international trade compliance.
