About the Role
Modern Mills Company is seeking an Assistant HR Operations & Administration to join their team in Makkah, with operations spanning Jeddah and Makkah. This full-time role supports core HR operational processes, government relations, employee benefits, and administrative services. The position is critical for ensuring regulatory compliance, timely service delivery, and employee satisfaction in line with company policies and Saudi labor regulations.
Key Responsibilities
- Coordinate with the Government Relations Officer (GRO) for timely processing of visas, Iqamas, renewals, exit/re-entry permits, and other government documentation.
- Ensure compliance with Saudi labor, immigration, and applicable regulatory requirements.
- Manage employee transactions through government platforms such as Muqeem, Absher, and Qiwa.
- Handle employee registration, deregistration, and monthly GOSI contribution processing, ensuring accuracy and timeliness.
- Reconcile GOSI records and maintain data accuracy between HRIS and GOSI systems.
- Prepare GOSI reports and supporting documentation for Finance, Audit, and other stakeholders.
- Ensure eligible employees are registered under applicable HRDF programs in coordination with relevant departments.
- Maintain accurate records for HRDF reimbursement claims and follow up on submissions.
- Act as the primary contact for employee medical and life insurance matters, coordinating with providers on policy issuance, renewals, additions, deletions, and claims.
- Inform employees about their medical and life insurance benefits, coverage, and claim procedures.
- Manage employee air-ticket entitlements for business travel, onboarding, annual leave, and final exit.
- Liaise with approved travel agencies for timely ticket bookings, cost monitoring, and compliance with travel policies.
- Maintain accurate records of ticket utilization and related employee travel entitlements.
- Consolidate and validate monthly payroll inputs, including new hires, exits, deductions, overtime, allowances, and time-management data, for submission to Payroll.
- Ensure all payroll supporting documentation is complete, accurate, maintained, and available for audit.
- Coordinate with Payroll and Finance to resolve discrepancies and address employee payroll queries.
- Support HR administration activities, including employee ID processing, onboarding/offboarding documentation, and personnel record maintenance.
- Coordinate outsourced and contract staff requirements and follow up with vendors for timely service delivery.
- Maintain accurate employee data in the HR system for assigned areas.
- Participate in audits, reporting, and documentation related to Government Relations, GOSI, HRDF, insurance, payroll, and HR administration.
- Identify and implement opportunities to streamline HR operational processes, improve efficiency, strengthen controls, and enhance cost-effectiveness and transparency.
Qualifications and Experience
- 2-5 years of experience in HR Operations, HR Administration, or Recruitment support.
- Experience working with attendance systems and HR operational processes.
- Basic understanding of recruitment, onboarding, payroll support, and employee relations activities.
- Proficiency in Microsoft Office applications, particularly Excel.
- Knowledge of HR systems and Saudi labor regulations is preferred.
