Commissioning Manager

About the Role

Acwa is seeking an experienced Commissioning Manager to lead commissioning and start-up activities for a large-scale Combined Cycle Gas Turbine (CCGT) power project in Saudi Arabia. This is a senior leadership, full-time position based in the Makkah region, specifically covering Rabigh and Makkah cities. The role requires proven delivery of large-scale CCGT projects from construction completion through commercial operation.

Key Responsibilities

• Lead the commissioning strategy, planning, execution, and handover processes from Mechanical Completion through ICOD/PCOD.
• Manage pre-commissioning activities, first fire, synchronization, combined-cycle operation, and subsequent performance and reliability testing.
• Lead commissioning teams and coordinate effectively with EPC contractors, OEMs, the Owner’s Engineer, Lenders’ Technical Advisor, and Owner/Operations teams.
• Manage all interfaces covering grid, fuel gas, water, electrical systems, Gas Turbine (GT), Heat Recovery Steam Generator (HRSG), Steam Turbine (ST), and Balance of Plant (BOP).
• Oversee Mechanical Completion (MC), Turnover Packages (TOP)/Engineering Completion Certificates (ECC), system turnover, punch-list closure, commissioning documentation, and operational handover.
• Ensure strict compliance with Health, Safety, and Environment (HSE), contractual, technical, and regulatory requirements.
• Lead performance testing and support the achievement of contractual plant guarantees and commercial operation milestones.

Required Experience and Qualifications

• 15–20+ years of experience in power generation commissioning.
• Proven experience commissioning at least two large-scale CCGT plants.
• Full commissioning lifecycle experience, including first fire, synchronization, combined cycle operation, and performance and reliability testing.
• Strong experience with Independent Power Producer (IPP) projects, managing EPC/OEM interfaces, and understanding lender/Owner requirements.
• Experience in Saudi Arabia or the Middle East is strongly preferred.

Essential Technical Knowledge

• Strong knowledge of Gas Turbines (GT), Heat Recovery Steam Generators (HRSG), Steam Turbines (ST), and Balance of Plant (BOP) systems.
• In-depth understanding of grid synchronization processes and performance testing methodologies.

Work Environment and Project Scope

This full-time role involves working on a significant large-scale CCGT power project within Saudi Arabia, specifically in the Makkah region, including the cities of Rabigh and Makkah. The position requires extensive collaboration with various internal and external stakeholders to ensure successful project delivery and operational handover.
