About the Role

AlBalad AlAmeen for Development and Urban Regeneration is seeking a Hajj & Umrah Program Manager to lead the planning, development, and execution of Hajj and Umrah programs. Based in Makkah, Saudi Arabia, this full-time position is crucial for ensuring alignment with organizational strategic objectives, delivering high-quality services, enhancing pilgrims' experiences, and achieving operational and financial sustainability.

Established by Royal Decree in 2009, AlBalad AlAmeen for Development and Urban Regeneration operates as the investment arm of the Municipality of Makkah. The company focuses on strategic urban development and regeneration within the Holy City, managing an undeveloped land bank exceeding 60 million square meters. This enables the execution of large-scale, long-term real estate and infrastructure projects that support Makkah's growth, modernization, and sustainable development while preserving its unique heritage.

Key Responsibilities

• Develop annual operational plans for Hajj and Umrah programs, aligning them with organizational objectives and national priorities.
• Establish program goals, performance indicators, and financial targets, and continuously monitor their achievement.
• Assess existing programs to identify opportunities for improvement, growth, and expansion.
• Oversee the operational and technical performance of Hajj and Umrah programs, ensuring effective delivery through coordination with internal departments and stakeholders.
• Ensure compliance with all applicable regulations, policies, and standards related to Hajj and Umrah operations, including safety and risk management measures for pilgrim well-being.
• Address operational challenges and governance issues, escalating them as necessary.
• Build and maintain relationships with government entities, strategic partners, and service providers, coordinating with local and international suppliers for operational readiness and service excellence.
• Negotiate, manage, and oversee contracts and service agreements, monitoring vendor performance to ensure quality service delivery and contractual compliance.
• Prepare and submit periodic reports on program performance, including quarterly, semi-annual, and annual reports.
• Monitor key performance indicators (KPIs), analyze performance trends, and implement corrective actions as required.
• Measure the economic, service, and social impact of programs upon completion.
• Analyze operational revenues and returns on investment, providing recommendations for improvement, sustainability, enhancement, and future development to senior management.

Qualifications and Experience

• Minimum of 8 years of relevant experience in program, project, or operations management.
• At least 3 years in a managerial or leadership position.
• Experience in Hajj and Umrah, tourism, hospitality, destination management, or a related sector is preferred.
