Job Summary

Cipher7 Business Consulting & Digital Solutions is seeking a Head of Transmission Lines to lead the Transmission Line business in Saudi Arabia for a prominent international engineering and infrastructure organization. This full-time senior leadership role is based in Makkah, specifically covering Jeddah and Makkah, and requires extensive experience in High Voltage (HV) / Extra High Voltage (EHV) transmission line projects, particularly those at 380kV and above.

Role Overview

The successful candidate will assume overall responsibility for business operations, project execution, commercial performance, and strategic growth. This involves ensuring the successful delivery of multiple transmission line projects across Saudi Arabia, managing large-scale EPC operations, and overseeing the P&L for the business unit.

Key Responsibilities

• Lead the end-to-end execution of HV/EHV transmission line projects, ensuring delivery within approved budgets, timelines, quality, and HSE standards.
• Oversee engineering, procurement, construction, testing, and commissioning activities for projects.
• Manage the business unit's P&L, including budgeting, cash flow, profitability, and cost optimization.
• Lead and develop Cluster Project Managers, Project Managers, and cross-functional teams.
• Manage senior client relationships, particularly with SEC and other key stakeholders.
• Oversee contract administration, commercial negotiations, claims, and variation orders.
• Drive operational excellence, resource optimization, and sustainable business growth.

Qualifications and Experience

• Bachelor's degree in Electrical or Mechanical Engineering.
• A minimum of 20 years of professional experience in power transmission and EPC project execution.
• Strong experience in delivering 380kV and above Overhead Transmission Line projects.
• At least 5 years of relevant experience specifically within Saudi Arabia.
• Extensive Middle East exposure, preferably within major utility infrastructure projects.
• Proven experience with full P&L ownership, commercial management, and contract administration.
• Demonstrated ability to lead large project teams and manage multiple projects simultaneously.
• Strong stakeholder management and client relationship capabilities.

Work Environment

This is a full-time position based in the Makkah region, covering projects in cities such as Jeddah and Makkah. The role involves working within a leading international engineering and infrastructure organization, managing complex projects and teams across Saudi Arabia.
