About the Role

Jeddah Company, operating as Jeddah Urban Development and Real Estate Investment Company, is seeking a dedicated Procurement Specialist to join its Contracts and Procurement Management team. This full-time position is based in either Jeddah or Makkah and offers an opportunity to contribute to significant urban development initiatives within the Makkah region.

Role Purpose

The Procurement Specialist will be instrumental in managing the end-to-end procurement cycle, ensuring efficiency and compliance from initial request to final receipt. A core aspect of this role involves active participation in applying and monitoring local content requirements within all contracts and procurement operations, aligning with the company's strategic objectives.

Key Responsibilities

• Implement and follow up on the complete procurement cycle, from purchase request through to receipt of goods and services.
• Participate in the preparation and issuance of tenders, including terms and conditions booklets and detailed specifications.
• Receive, analyze, and evaluate technical and financial offers from potential suppliers.
• Negotiate with suppliers and oversee awarding and purchasing operations.
• Qualify and evaluate supplier performance, ensuring adherence to standards.
• Apply and monitor local content requirements and mechanisms within contracts and procurement operations.
• Contribute to calculating and monitoring local content indicators and ratios, and prepare related periodic reports.
• Coordinate with internal departments and suppliers to collect and document data and information pertinent to local content.
• Identify opportunities to enhance local content and increase the participation of national products and services within the supply chain.
• Prepare comprehensive reports and performance indicators for procurement activities and supplier performance.

Required Experience

Candidates applying for the Procurement Specialist position must possess 5 to 10 years of professional experience in procurement, contracts management, or a closely related field. This experience should include a proven track record in managing procurement cycles and engaging with suppliers.

Essential Skills

The ideal candidate will demonstrate strong analytical capabilities for evaluating complex offers and excellent negotiation skills. Proficiency in preparing detailed reports and performance indicators, coupled with effective coordination and communication abilities, is crucial for success in this role. A solid understanding of local content regulations and their application in procurement is also required.
