Role Overview: Project Manager Metro Mekkah

SYSTRA is seeking an experienced Project Manager (Metro) to lead the end-to-end delivery of complex metro programs in Makkah, Saudi Arabia. This full-time role requires a professional with over 10 years of experience, combining deep rail and transit expertise with rigorous governance and client-facing leadership. The Project Manager will act as a trusted delivery partner, ensuring project success across all phases.

Key Responsibilities

  • Manage the full lifecycle delivery for metro assets and systems, including planning, design, procurement, construction, systems installation, testing, commissioning, trial operations, and handover.
  • Establish integrated master schedules, stage gates, and KPIs aligned with client objectives, ensuring performance in safety, scope, schedule, cost, and quality.
  • Serve as the primary interface with client organizations, transport authorities, utilities, city planners, designers, contractors, operators, and independent checking engineers.
  • Lead governance forums, approvals, and executive reporting to drive timely decisions and alignment among civil, systems, and operational stakeholders.
  • Oversee multidisciplinary scopes including civil works (tunnels, viaducts, stations, depots), rail systems (trackwork, power/traction, SCADA, signaling and train control—CBTC preferred, telecoms), rolling stock interfaces, PSDs, and OCS.
  • Manage critical interfaces between design-and-build packages, systems integrators, and third parties to maintain integration integrity.
  • Shape procurement strategies for multi-package metro delivery (civil works, MEP, systems, rolling stock, systems integration, O&M).
  • Administer contracts, change control, claims, and risk allocation, coordinating with legal and commercial teams for compliance and value optimization.
  • Implement comprehensive risk management, configuration control, and change governance.
  • Enforce QA/QC processes and coordinate independent safety assessments, leading HSE excellence across contractors.
  • Drive systems assurance, RAMS, EMC/EMI, cybersecurity, and safety certification readiness.
  • Plan and manage integrated testing and commissioning (IOTC), trial running, reliability growth, and safety certification.
  • Coordinate with operators on O&M strategy, staffing, training, maintenance regimes, spares, and asset information requirements for smooth handover.
  • Build and lead a matrixed team covering PMO, planning and scheduling, cost, risk, engineering, assurance, and site supervision.
  • Mentor staff, drive accountability, and foster a culture of collaboration, transparency, and continuous improvement.

Required Qualifications and Competencies

  • Over 10 years of experience in project management, specifically within metro or rail programs.
  • Demonstrated leadership and influence across client, authority, and contractor ecosystems.
  • Strong systems integration mindset with disciplined interface management capabilities.
  • Commercial acumen in complex, multi-contract environments.
  • Ability to produce clear, concise executive reporting and conduct adept stakeholder negotiation.
  • Resilient problem-solving skills in high-velocity program conditions.
  • Uncompromising commitment to safety, quality, and passenger-centric outcomes.
