About the Opportunity

iHR (International Human Resources) is recruiting for a Budget and Financial Planning Specialist to join a government entity in Riyadh, Saudi Arabia. This is a contract position, offering an opportunity to contribute to financial planning and budget management within a public sector environment.

Role Summary

The Budget and Financial Planning Specialist will be responsible for the preparation and monitoring of the annual budget. This role involves developing spending plans and financial forecasts, analyzing financial performance, and generating reports and recommendations to support strategic financial planning and decision-making, all in accordance with approved systems and procedures.

Key Responsibilities

• Prepare the annual budget draft, spending plans, and short-to-medium-term financial forecasts.
• Review departmental needs and ensure their alignment with approved plans and priorities.
• Generate monthly and periodic financial reports, along with performance monitoring dashboards for senior management.
• Monitor actual performance against budget and financial appropriations, conducting thorough variance analysis.
• Identify the root causes of financial variances and propose necessary recommendations for their resolution.
• Prepare periodic budget updates and oversee expenditure plans.
• Evaluate requests for financial transfers and reinforcements, providing recommendations as appropriate.
• Develop financial analyses, scenarios, and presentations to support informed decision-making.

Qualifications and Experience

• Bachelor's degree in Finance or Accounting.
• 3 to 5 years of professional experience in budget and financial planning.
• Previous experience working within a government entity is required.
• Demonstrated experience in preparing financial reports and conducting performance and variance analysis.

Required Skills

• Proficiency in using Microsoft Excel for financial reporting and presentation preparation.
• Strong analytical skills with the ability to interpret complex financial data.

Work Environment

This role is based at the headquarters of a government entity in Riyadh, Saudi Arabia. The successful candidate must be capable of working effectively within a public sector framework and adhering to established governmental procedures.
