The Opportunity: Compliance Manager

Pioneer Hire Company is seeking an experienced Compliance Manager to lead and oversee its comprehensive compliance framework. This full-time position, based in Riyadh, is critical for ensuring that all company activities, policies, and processes comply with relevant regulatory requirements, particularly those issued by the Capital Market Authority (CMA).

Core Responsibilities

The Compliance Manager will be responsible for developing, implementing, and maintaining the company's compliance framework, alongside providing expert guidance and ensuring regulatory adherence across all operations. Key responsibilities include:

• Develop, implement, and oversee the company’s compliance framework to ensure alignment with applicable CMA regulations and requirements.
• Monitor regulatory developments and assess their impact on the company’s activities, policies, and procedures.
• Maintain effective communication with the CMA and support regulatory engagements, inquiries, and requirements.
• Provide compliance advice to management and relevant business functions on regulatory matters.
• Identify, assess, monitor, and mitigate compliance risks arising from the company’s activities.
• Conduct regular compliance reviews and assessments to evaluate the effectiveness of policies, procedures, and internal controls.
• Recommend and implement corrective actions where compliance gaps or regulatory risks are identified.
• Support the development and maintenance of appropriate compliance policies, procedures, and controls.

Specialized Compliance Functions

This role also encompasses specific oversight functions to ensure comprehensive regulatory compliance:

• Review and monitor agreements and arrangements with fund managers to ensure compliance with legal and regulatory requirements.
• Monitor fund managers’ activities and the distribution of investment opportunities through the platform from a compliance perspective.
• Ensure appropriate compliance controls are maintained throughout investment and fund distribution processes.
• Oversee compliance monitoring activities and ensure effective implementation of applicable AML, KYC, and related regulatory requirements.
• Monitor compliance with internal policies and applicable regulatory requirements, escalating material breaches or concerns to management.
• Support the investigation, documentation, and resolution of compliance breaches and regulatory incidents.
• Prepare, review, and submit regulatory filings, reports, and compliance documentation as required by the CMA.
• Maintain accurate and up-to-date compliance records, registers, policies, and regulatory documentation.

Candidate Profile

The ideal candidate will possess a strong background in regulatory compliance within the financial sector, demonstrating a thorough understanding of CMA requirements. This role requires:

• 5-10 years of relevant experience in a compliance role, preferably within fintech or investment platforms.
• Demonstrated ability to lead and oversee compliance frameworks.
• Strong analytical skills to identify and mitigate compliance risks.
• Excellent communication skills for engaging with regulatory bodies and internal stakeholders.
