About the Role

Brainlake is seeking a Construction Workforce / Human Capital Development Expert to support the design, detailing, and implementation planning of workforce initiatives for the construction sector across the GCC. This contract role is based in Riyadh, Saudi Arabia, and requires a minimum of 10 years of relevant experience.

The expert will be responsible for validating sector findings, identifying root causes behind workforce challenges, assessing existing national initiatives, and translating proposed solutions into implementation-ready programs. These programs will include clear processes, governance structures, key performance indicators (KPIs), and handover roadmaps for relevant government entities.

Key Responsibilities

  • Validate construction workforce findings and diagnose root causes behind labor shortages, mobilization gaps, and skills mismatches.
  • Assess existing government and private-sector workforce initiatives to identify gaps and improvement opportunities.
  • Design implementation-ready workforce programs, including workflows, governance, KPIs, and rollout roadmaps.
  • Develop competency frameworks, certification pathways, and skills-verification mechanisms for construction job families.
  • Support GCC nationalization strategies, encompassing talent attraction, retention, and career-path development.
  • Coordinate with government entities such as MHRSD, HRDF, TVTC, Qiwa, Nitaqat, Tawteen, and SVP.
  • Provide expert advisory on contractor workforce planning, mobilization, and human-capital development.
  • Prepare comprehensive documentation, presentations, and handover packages for government owners.

Required Qualifications and Experience

  • A minimum of 10 years of experience in construction workforce, human capital, or labor mobilization.
  • Deep experience in construction workforce planning and labor mobilization.
  • Proven ability in workforce initiative design and implementation, including establishing clear governance, KPIs, and implementation plans.
  • Experience developing competency frameworks or skills certification systems.
  • Background in skills certification and competency-verification.
  • Experience with GCC nationalization, attraction, and retention strategies.

Essential Skills and Knowledge

  • Strong understanding of the GCC labor ecosystem, including Nitaqat, Tawteen, Qiwa, SVP, HRDF, and TVTC.
  • Advanced root-cause analysis and solution-development capability.
  • Strong stakeholder engagement and government coordination skills.
  • Excellent communication and stakeholder-management skills.
  • Strong analytical skills for validating findings and developing actionable solutions.
  • Ability to work with government stakeholders, regulators, and construction-sector employers.

Preferred Experience

  • Advisory work for government ministries or semi-government entities.
  • Experience in construction project delivery or contractor workforce management.
  • Designing monitoring frameworks, dashboards, and reporting systems.
  • Familiarity with vocational training systems or technical education programs.
  • Involvement in large-scale transformation or national workforce programs.
  • GCC experience is strongly preferred.

Work Location and Type

This is a contract position based in Riyadh, Saudi Arabia, with the ability to work on-site as needed. Salary for this position will be discussed during the interview process.
