About Bechtel and the King Salman International Airport Project

Saudi Arabian Bechtel Company has been appointed to provide Project Management Consultancy (PMC) services for the development of the King Salman International Airport (KSIA) in Riyadh, Kingdom of Saudi Arabia. This state-of-the-art airport is designed to accommodate up to 120 million travelers by 2030 and 185 million by 2050, alongside processing million tons of cargo annually by 2050. Bechtel's PMC scope includes three new terminals: Terminal 6 (a new build 'low cost carrier' terminal of ≈450,000m2 with 20mppa capacity), the Iconic Terminal (a new build 'new concept' terminal of ≈1M m2 with 40-45 mppa capacity), and a Private Aviation Terminal for VIPs and business jet passengers.
The Role: Contracts & Procurement Manager KSIA
Bechtel is seeking a Contracts & Procurement Manager for a contract position based in Riyadh. This role involves leading a team responsible for all activities related to the formation, tendering, award, and administration of assigned contract packages. The manager will personally perform these activities while also developing the team, establishing coordinated procedures and controls, and ensuring accountability for work products against project milestones, quality, and safety standards. The position requires 5-10 years of experience and significant proactive engagement with project management, other departments, customers, and stakeholders to ensure alignment and project success.
Key Responsibilities
- Forming and issuing tender packages, tracking and closing queries, receiving and evaluating proposals, conforming contracts, and providing input for award recommendations.
- Conducting bid clarification and pre-award meetings to ensure mutual understanding and agreement on contractual matters between Bechtel, the customer, and contractors.
- Preparing and managing the preparation of contract documents for execution with Customer’s Legal Advisors.
- Leading and performing contracts administration activities, including the preparation, maintenance, and implementation of applicable procedures.
- Reviewing contract terms and conditions to identify and monitor areas of risk, ambiguities, conflicts, or deviations from the scope of work.
- Developing and implementing mechanisms to monitor compliance with contract terms and conditions.
- Identifying and resolving contract claims as they develop, engaging the legal department when necessary.
- Obtaining and/or managing the receipt of all contract deliverables for handover and close-out of contracts.
- Preparing, maintaining, and managing reports, registers, presentations, and correspondence for both pre-award and post-award phases.
Required Qualifications and Experience
- Experience in managing the work efforts of supervisors and direct reports.
- Completion of courses in pricing, contract law, contract drafting, contract administration, negotiation, planning, and scheduling.
- Experience in establishing and implementing operational objectives and work plans for a major scope package or project, including delegating assignments to subordinates.

- Leadership and teamwork capabilities suitable for managing a diverse team of many nationalities and backgrounds.
- Extensive skill in working and communicating effectively, both orally and in writing, with other project functional groups, customers, and stakeholders.
