About the Role

AECOM Saudi Arabia is seeking a Delivery Manager for a full-time position in Riyadh. This role involves taking end-to-end accountability for the safe, predictable, and high-quality delivery of a major freight rail project in Saudi Arabia. The Delivery Manager will drive performance across scope, schedule, cost, interfaces, and stakeholder coordination from mobilization through commissioning and handback.

Key Responsibilities

  1. Lead the delivery of assigned project scope (corridor sections, yards/terminals, depots, civils, track, and/or rail systems) to agreed scope, schedule, cost, and quality targets. Translate project objectives into executable delivery plans and production priorities.
  2. Manage construction readiness, mobilization, and execution, including access, logistics, temporary works, method statements, work packs, permits, and sequencing. Drive site productivity and remove constraints.
  3. Ensure delivery is executed to the highest standards of HSE compliance, including active leadership in toolbox talks, site inspections, incident prevention, and corrective actions. Own delivery quality outcomes, including ITPs, inspections, NCR closure, and readiness for commissioning/handback.
  4. Lead the resolution of interfaces across various project elements such as track, civils, signaling, telecoms, power, depots/terminals, and third-party works. Maintain a live interface matrix and coordinate with stakeholders for permits, land/access, and utility diversions.
  5. Partner with Planning/Project Controls to build and maintain lookahead plans and rolling execution schedules. Own progress measurement inputs, production reporting, and constraint logs. Drive recovery actions when performance deviates.
  6. Manage delivery to protect project commercial outcomes, identify change early, and support contract notifications with facts and records. Contribute to subcontractor performance management and evaluation of change impacts.
  7. Lead multi-disciplinary teams, coach package managers and supervisors, and chair delivery meetings. Provide clear, factual updates to the Project Director and client counterparts regarding risks, mitigations, and required decisions.
  8. Plan and execute section completion, testing readiness, commissioning support, and staged handovers. Ensure as-builts, O&M inputs, test evidence, and handover packs are complete and accepted.

Key Deliverables

  • Delivery Execution Plan and package delivery strategies.
  • Weekly lookahead plans, constraint logs, interface matrix, and production dashboards.
  • HSE leadership outputs (inspections, action closures) and quality metrics (NCR closure, ITP compliance).
  • Section completion and handover/closeout documentation readiness.

Qualifications and Experience

  • 5-10 years of experience in a relevant field.
  • Experience in freight rail projects is critical.
  • Ability to lead multi-disciplinary teams in a challenging delivery environment.
  • Strong understanding of construction execution, field management, safety, quality, and interface management.

Reporting Structure

  • Reports to the Project Director.
  • Direct reports include Package/Section Managers, Construction Managers, Site Engineers, Interface Managers, Field QA/QC, Document Control (dotted line), and HSE (matrix).
  • Key interfaces include Client/Authority, Contractors and subcontractors, Operators/Maintainers, Utilities, Local authorities, Logistics, HSE, Quality, and Project Controls.

Work Environment

This position is site-based in Saudi Arabia, with travel across the corridor, depots, and terminals as required. AECOM is committed to a secure recruitment process, requiring all newly hired employees to attend an in-person Day 1 onboarding at an AECOM office location.
