Deputy Project Controls Director

About the Role

Bechtel Corporation is seeking a Deputy Project Controls Director for the Expo 2030 Riyadh project. This full-time position in Riyadh requires over 10 years of experience and operates within a project management consultancy (PMC) environment. The role involves leading the project-wide Change Management function and providing strategic oversight of change identification, assessment, governance, approval, implementation, and reporting processes.

Project Context: Expo 2030 Riyadh

The Expo 2030 Riyadh, themed “Foresight for Tomorrow,” is a global platform promoting sustainable development, innovation, and transformative thinking. Scheduled from October 2030 to March 2031, the event anticipates over 40 million visits. Bechtel, in collaboration with Expo 2030 Riyadh Company (ERC), will manage the infrastructure program, including early works, utilities, and public spaces across the 6 km2 Masterplan. This site will transition into a mixed-use legacy development after the event, leveraging international sustainability standards for urban afforestation, treated water, and energy sources.

Key Responsibilities

• Ensure all cost and schedule-related functions adhere to established procedures and best practices.
• Provide strategic leadership and daily management to the Change Management team, including mentoring, coaching, technical guidance, and performance oversight.
• Offer technical direction, training, and supervision to project-assigned Project Controls personnel.
• Coordinate with Cost, Planning, Risk, Commercial, Contracts, Procurement, Engineering, and Construction teams for integrated evaluation of change impacts.
• Lead planning, scheduling, trending, cost control, risk management, and reporting teams to meet internal and external customer requirements within budget and schedule constraints.
• Direct the preparation of executive-level reports, dashboards, and presentations on project change status, key trends, forecast impacts, and management actions.
• Manage, lead, and provide administrative and technical direction to project controls professionals, interfacing with various departments to drive innovative solutions for cost engineering and planning/scheduling challenges.
• Deliver timely and accurate analysis and reporting to the Project Controls Director, supporting project and corporate management with organizational and administrative activities.
• Assist in commercial operations and prime contract administration, including client interface and presentations.
• Interface with the Project Controls functional department for reporting oversight and consistent procedure application.

Required Experience

• A minimum of 10 years of experience in project controls, with a focus on change management.
• Demonstrated leadership in cost engineering, cost estimating, cost analysis/control, planning/scheduling, risk management, and reporting activities.
• Experience in directing cost trend estimating, analysis, and control activities, as well as schedule development, maintenance, monitoring, impact identification, and recovery plan development.
• Proficiency in preparing and presenting on-project estimates and cost forecasts.
• Ability to identify, analyze, and provide innovative solutions to complex cost engineering and planning/scheduling problems.
