Development Methodologies and Business Methods Team Lead

About the Role

NCGR - National Center for Government Resources Sys. is seeking a Development Methodologies and Business Methods Team Lead to join their team in Riyadh. This full-time position requires 5-10 years of experience and involves leading the development of solution and product strategies and methodologies, aligning them with the center's strategy and enterprise architecture.

Purpose of the Role

The primary purpose of this role is to establish strategies and methodologies for developing solutions and products, ensuring alignment with the center's overall strategy and enterprise architecture within the Strategy and Institutional Excellence sector. The role also involves providing support for raising awareness about the impact of solution development methodologies and ensuring coordination among relevant center sectors involved in managing and developing technical solutions to guarantee planned launches.

Key Responsibilities

• Develop solution and product development strategies and methodologies, aligning them with Agile and DevOps methodologies, the center's strategy, and enterprise architecture within the Strategy and Institutional Excellence sector.
• Outline the roadmap for solution and product development and lifecycle management, adopting methodologies and coordinating with enterprise architecture, solution architecture, business requirements, and testing departments to ensure necessary resources and skills are available. This includes agreeing on service levels, quality, and performance requirements, and defining roles and responsibilities.
• Research methods for automating solution and product development, maintenance, and operation processes and activities throughout their lifecycle, identifying opportunities for improvement in product development activities.
• Provide support for developing business, technical, and data requirements for solution development, managing end-user acceptance testing processes, and ensuring product acceptance criteria are defined and met.
• Manage solution and product development using Agile & DevOps methodologies, ensuring the provision of necessary technical and administrative solutions to align development, maintenance, and operation processes.
• Provide support for raising awareness about the impact of solution development methodologies and ensure coordination among relevant center sectors involved in managing and developing technical solutions to guarantee planned launches.
• Assist performance management in resolving issues in developing operational plans to ensure progress and planned solution development.
• Form solution development and management teams, clarify roles and responsibilities, and ensure accountability in Agile and DevOps solution development processes. Coordinate testing and launches with the technical operations sector.
• Coordinate and align with product managers to ensure technical solutions achieve their objectives, resolve issues and obstacles, and maintain continuous pathways to ensure the development and integration of solutions and products.

Qualifications and Experience

• Educational Qualification: Bachelor's degree in Computer Science, Business Administration, or equivalent.
• Professional/Additional Certificates: Master's degree in Computer Science, Business Administration, or equivalent.
• Professional Certifications: Project Management Professional (PMP), Agile PMP, Certified DevOps Leader (DOL).
• Experience Required: 5-10 years.
