About the Role

Devoteam is seeking a DevOps Engineer to lead a significant DevOps transformation for a governmental company in Riyadh, Saudi Arabia. This full-time position requires a strategic leader capable of driving a cultural shift towards DevSecOps and implementing robust, automated frameworks.

Role Overview

This role extends beyond standard engineering, focusing on strategic leadership to assess current maturity levels, design a target operating model, and ensure sustainable capability building within the client’s team. The successful candidate will be responsible for the end-to-end lifecycle, from initial assessment to the implementation of a secure, automated framework.

Key Responsibilities

• Conduct comprehensive Current State Analyses of existing tools, practices, and security posture using industry standards like DORA metrics.
• Identify operational gaps, user pain points, and security vulnerabilities, delivering detailed assessment reports.
• Propose strategic recommendations and a phased DevSecOps Implementation Roadmap, including action plans.
• Design and implement a DevSecOps Framework, encompassing policies, standards, governance, and interaction models.
• Integrate security best practices (Shift-Left) into pipelines and develop an Application Security Service Catalog.
• Establish rigorous release governance policies to ensure adherence to standards and prepare compliance reports.
• Lead cultural change towards collaboration, automation, and shared responsibility between development and operations teams.
• Provide hands-on coaching and mentoring to build internal team capability and ensure knowledge transfer.
• Develop and deliver training and awareness program materials tailored for seamless adoption of new tools and processes.

Technical Implementation and Automation

• Oversee the design of secure CI/CD pipelines on Azure DevOps, automating builds, testing, and database procedures.
• Implement Vault for advanced secrets management, including secure access control, secret rotation, and data protection policies.
• Lead the automation of infrastructure using Terraform or Azure Resource Manager (ARM) for consistency and scalability.
• Define a Monitoring and Reporting Framework to provide full visibility into security and operational metrics.

Qualifications and Experience

• 5-10 years of experience in a relevant DevOps or strategic IT role.
• Proven experience conducting DevOps maturity assessments (DORA) and defining target operating models (TOM) for enterprise or government clients.
• Deep expertise in Azure DevOps (Boards, Repos, Pipelines).
• Strong knowledge of Vault for secrets management.
• Hands-on experience with Infrastructure as Code (IaC) tools such as Terraform or Azure Resource Manager (ARM), and scripting (Shell).
• Demonstrated ability to lead cultural change, mentor teams, and manage stakeholders in high-compliance environments.
• Exceptional skill in creating high-level strategic documentation, including Roadmaps, Frameworks, and Gap Analysis Reports.
