About the Role

Qiddiya, a major entertainment, sports, and culture destination located near Riyadh, is developing the Q-Express rail service to connect Qiddiya with Riyadh and the international airport. As part of this significant infrastructure development, Qiddiya Investment Company is seeking a Director of Rail Systems to lead the design, integration, construction, and operation of the rail systems for the Q-Express project. This senior leadership position is based in Riyadh and requires a full-time commitment.

Role Overview

The Director of Rail Systems will be responsible for overseeing the entire lifecycle of the Q-Express rail stations, from initial design through construction to final handover. This role ensures that all rail systems meet stringent safety, quality, operational, and aesthetic standards, while aligning with the overall vision for Qiddiya. Collaboration with external consultants, operational teams, and local authorities will be crucial to delivering an exceptional transportation environment.

Key Responsibilities

• Support the drafting of tendering documentation, manage the tender process, respond to technical queries, and participate in tender evaluations.
• Collaborate with contractors and consultants to ensure rail system designs optimize functionality, accessibility, and safety.
• Review rail system designs for compliance with codes, regulations, safety standards, and system integration requirements.
• Lead the planning and execution of rail system design and construction, including site assessments, schedule coordination, and delivery timeline management.
• Oversee the full construction lifecycle to ensure adherence to Employer's Requirements and interface agreements, particularly with civil engineering elements.
• Enforce Health, Safety, Security, and Environmental (HSSE) standards to ensure high-quality design and construction outcomes.
• Support contractor liaison with stakeholders to obtain necessary operational approvals.
• Conduct inspections to confirm the readiness of rail systems for operations.

Qualifications and Experience

• Bachelor's degree in Railway Systems Engineering, Systems Engineering, Electrical Engineering, Mechanical Engineering, or a related field. A Master's degree is highly desirable.
• A minimum of 10 years of experience in the design, tendering, and construction of rail systems, with a strong focus on high-speed signaling systems.
• Demonstrated experience in leading multidisciplinary teams and managing complex projects from inception to completion.
• Proven experience with RAMS (Reliability, Availability, Maintainability, Safety), setting targets and requirements, and monitoring operational performance.
• A deep understanding of industry trends, technological advancements, and operator preferences in signaling, telecoms, security, cybersecurity, and other aspects of Rail Systems Engineering.
• A strong track record in Systems Integration and interface management to ensure seamless integration of rail systems throughout design, construction, and operation phases.
