About the Role

Qiddiya Investment Company is seeking a Director - Rail Systems to lead the design, integration, construction, and operation of the rail systems for the Q-Express project. This senior leadership role is based in Riyadh, Riyadh Province, Saudi Arabia, and requires a minimum of 10 years of experience. The Q-Express project is a new rail service connecting Qiddiya to Riyadh and the international airport, forming a critical part of Qiddiya's transportation infrastructure, a 360 km2 mega-project focused on entertainment, sports, and culture.

Role Overview

As the Director of Rail Systems, you will be responsible for the comprehensive management of the rail systems from design through to handover. This includes ensuring that stations meet all safety, quality, operational, and aesthetic standards, while aligning with the overall project vision. You will collaborate closely with external consultants, operational teams, and local authorities to deliver an exceptional environment that meets the project’s strategic objectives and operational requirements.

Key Responsibilities

• Support the drafting of tendering documentation, manage the tender process, respond to technical queries, and conduct tender evaluations.
• Collaborate with contractors and consultants to ensure rail systems designs optimize functionality, accessibility, and safety.
• Review rail systems designs to ensure compliance with codes, regulations, safety standards, and system integration requirements.
• Lead the planning and execution of rail systems design and construction, including site assessments, schedule coordination, and timeline management.
• Oversee the full construction lifecycle of the rail systems, ensuring adherence to Employer’s Requirements and interface agreements, particularly with civil elements.
• Enforce HSSE (Health, Safety, Security & Environmental) standards to ensure high-quality design and construction outputs.
• Coordinate with appropriate stakeholders to obtain the necessary approvals for operations.
• Conduct inspections to ensure the readiness of the rail systems for operations.

Qualifications and Experience

• Bachelor's degree in Railway Systems Engineering, Systems Engineering, Electrical Engineering, Mechanical Engineering, or a related field. A Master's degree is highly desirable.
• A minimum of 10 years of experience in the design, tendering, and construction of Rail Systems, with a strong focus on high-speed signaling systems.
• Demonstrated experience in leading multidisciplinary teams and managing complex projects from conception to completion.
• Proven experience with RAMS (Reliability, Availability, Maintainability, Safety), setting targets/requirements, and monitoring operational performance.
• Deep understanding of industry trends, technological advancements, and operator preferences in signaling, telecoms, security, cyber security, and other aspects of Rail Systems Engineering.
• Proven track record in Systems Integration and interface management to ensure seamless integration of rail systems during design, construction, and operation phases.
