About the Opportunity
Parsons Corporation is seeking a Director: Waste Management to join the integrated Delivery Partner team for a landmark giga-project in Riyadh, Saudi Arabia. This full-time role contributes to one of the Kingdom’s most ambitious projects, focused on redefining global standards in destination development, innovation, and visitor experience, aligning with Vision 2030.
Role Overview
The Director – Waste Management serves as the ultimate technical, financial, and lifecycle authority for the strategic governance of a massive, next-generation solid waste infrastructure portfolio. This portfolio spans a multi-district smart city footprint and includes advanced waste assets such as city-wide automated vacuum waste collection (AVAC) pneumatic networks, smart sorting hubs, material recovery facilities (MRFs), and automated bin systems. The role focuses on maximizing Total Cost of Ownership (TCO), driving automated cross-charge cost recovery models, enforcing data integrity within the central asset registry, and managing the multi-decade capital replacement lifecycle in an extreme desert climate.
Key Responsibilities
- Formulate and continuously update the 10-to-30-year Capital Asset Replacement Plan (CARP) for all city-wide solid waste and municipal cleansing infrastructure.
- Drive advanced asset degradation modeling and predictive performance matrices tailored to the region's climate and heavy-use profiles.
- Conduct rigorous Total Cost of Ownership (TCO) and financial trade-off analyses to optimize capital expenditure versus operational maintenance (CAPEX vs. OPEX).
- Partner with the Service Charge Director to establish accurate, audited long-term infrastructure sinking funds.
- Establish and enforce the master asset data hierarchy, naming conventions, and structural classifications for all solid waste infrastructure.
- Collaborate with the SAP-EAMS Director to ensure automated flow telemetry, mechanical runtime metrics, sensor data, and maintenance histories are flawlessly captured.
- Oversee the deployment and configuration of smart-city infrastructure technology, including IoT-enabled bin sensor networks and integrated fleet telemetry systems.
- Translate automated waste-volume and weight-tracking database metrics into equitable cost-allocation and financial cross-charging models.
- Deliver audited waste-generation data frameworks to enable automated utility billing and cost recovery across various partners and developments.
- Design and enforce strict technical Key Performance Indicators (KPIs) and data-logging compliance protocols for external Operations & Maintenance (O&M) contractors and specialized vendors.
- Lead independent operational and technical audits on waste infrastructure to verify preventative maintenance according to ISO 55001 standards.
- Act as the final technical sign-off authority on the Stage-Gate Handover Committee for solid waste capital projects transitioning into live operations.
- Oversee the "Digital Vesting" process for waste networks, verifying the integration of technical manuals, as-built documentation, safety certifications, and warranty tracking into the asset platform.
Qualifications and Experience
- Minimum of 20+ years of progressive, distinguished leadership experience in infrastructure asset management, municipal engineering finance, or large-scale utility operations.
- At least 8 years in a senior executive or director-level capacity, directly managing multi-disciplinary asset portfolios and multi-million-dollar infrastructure operating and capital budgets (OPEX/CAPEX).
- Proven track record of spearheading the operational handover, technical integration, and lifecycle modeling of giga-scale automated vacuum waste systems, regional recycling hubs, or city-wide smart utility networks.
- Extensive experience aligning physical utility performance metrics with corporate financial structures, enterprise ERP engines, and ISO 55001 asset governance frameworks.
- Deep familiarity with Saudi Arabia’s national environmental regulations, localized municipal waste compliance laws, and circular economy targets.
Education and Professional Credentials
- Bachelor’s Degree in Environmental Engineering, Civil Engineering, Mechanical Engineering, or a highly relevant quantitative technical asset management discipline from an accredited institution.
- Master’s Degree in Engineering Management, Asset Management, Sustainable Infrastructure, or an MBA from a globally recognized institution is highly preferred.
- Mandatory possession of senior professional credentials, such as Certified Asset Management Assessor (CAMA), Institute of Asset Management (IAM) Diploma, Chartered Waste Manager, or Chartered/Professional Engineer (CEng / PE).
Required Skills
- Deep technical command over reliability-centered maintenance (RCM), predictive degradation analytics, and advanced fluid/pneumatic mechanical logistics under extreme climate conditions.
- Executive-level fluency in enterprise technology platforms, specifically SAP (PM and MM modules), GIS mapping systems, and IoT smart-city network integrations.
- Exceptional executive presence and stakeholder management skills, with a demonstrated ability to translate complex mechanical and data engineering concepts into clear, high-level business cases for financial executives and executive steering committees.
