About Alfanar Projects and the Role

Alfanar Projects is seeking a dedicated HSE Engineer to join our team in Riyadh. This full-time position is critical for monitoring workplaces, buildings, and machinery to ensure safe operations and to proactively prevent hazards or safety violations throughout product production and within all working areas.

Core Responsibilities: Pre-Qualification and Bidding

• Prepare HSE documents, questionnaires, and supporting materials for pre-qualification with new clients.
• Review client requirements thoroughly to ensure comprehensive HSE coverage.
• Develop specific HSE documents for bidding purposes across MEP, P&W, and AGD projects.
• Create and deliver PowerPoint presentations for client meetings.
• Participate in meetings with clients for post-bid clarification as needed.
• Provide expert guidance to the tender department regarding all HSE aspects.

Core Responsibilities: Project Execution and Compliance

• Develop Occupational Health and Safety (OHS) and Environmental plans for projects, ensuring alignment with client requirements.
• Ensure timely document approvals from clients and guarantee compliance with comments on submittals.
• Coordinate with client representatives on HSE matters when required.
• Prepare comprehensive risk assessments and job safety analyses for project activities.
• Ensure the dissemination of approved HSE documents to the project team.
• Assist project teams in the preparation of various reports, including close-out reports as needed.
• Maintain meticulous records of all HSE-related documents.

Leadership and Operational Excellence

• Train subordinates and build a cohesive team to ensure effective work execution.
• Provide leadership, coaching, and clear direction to subordinates across all aspects of their work, including delegating assignments and ensuring fair task distribution.
• Perform planned activities to meet operational and development targets as per delivery schedules, optimizing resource utilization for cost and time efficiency.
• Provide periodic reports detailing any deviations and the execution status of planned tasks.
• Resolve operational problems as they arise and escalate complex issues appropriately.
• Ensure adherence to quality requirements, developing effective quality control processes and specifications.
• Coordinate well-defined written systems, policies, and procedures, actively seeking automation opportunities for continuous business process improvement.
• Comply with all related policies, procedures, and work instructions, ensuring the compliance of relevant safety, quality, and environmental management procedures within the defined area of work.
• Suggest appropriate safety staff for projects as directed by the TSM Manager.

Qualifications and Experience

The ideal candidate will possess 5 to 10 years of experience in a Health, Safety, and Environment role, demonstrating a proven track record in managing HSE aspects within a projects-focused environment.
