Overview of the Engineering Manager Role

Parsons Corporation is seeking a highly experienced Engineering Manager for a full-time position in Riyadh, Riyadh. This role involves leading engineering management, technical governance, design coordination, and multidisciplinary integration activities for a major Airport, Infrastructure, and Airfield Development Project. The Engineering Manager will provide strategic leadership across all engineering disciplines, ensuring the design, review, coordination, and delivery of airport facilities—including passenger terminals, runways, taxiways, cargo aprons, aircraft stands, landside infrastructure, utilities, and support facilities—are executed in accordance with project objectives, contractual requirements, international aviation standards, and industry best practices. This position serves as the primary technical authority within the Delivery Partner organization.

Strategic Engineering Leadership

  • Lead and manage all engineering activities across the Airport Development Program, ensuring alignment with project objectives, schedules, budgets, and quality requirements.
  • Provide strategic technical leadership to multidisciplinary engineering teams throughout the project lifecycle.
  • Establish engineering priorities, resource planning, and technical governance processes to support efficient project delivery.
  • Ensure all engineering activities comply with contractual obligations, client requirements, and applicable regulatory standards.
  • Direct the review and coordination of engineering designs prepared by consultants and contractors across all engineering disciplines.
  • Verify designs comply with applicable ICAO, FAA, IATA, NFPA, local authority requirements, and project specifications.
  • Review engineering calculations, design reports, technical submissions, shop drawings, and design change proposals.
  • Lead value engineering initiatives to optimize technical solutions, constructability, operational efficiency, sustainability, and whole-life asset performance.

Project Coordination and Technical Governance

  • Coordinate engineering interfaces between various disciplines including Civil, Structural, Architectural, Mechanical, Electrical, Airfield, Utilities, ICT, Security, Traffic Systems, and Baggage Handling.
  • Ensure effective integration of engineering solutions across all airport facilities, such as passenger terminals, runways, taxiways, cargo aprons, aircraft parking stands, landside infrastructure, utility corridors, and operational facilities.
  • Lead multidisciplinary coordination workshops and technical interface meetings.
  • Support BIM-based design coordination and digital engineering initiatives.
  • Provide technical leadership during construction, installation, testing, commissioning, and operational readiness activities.
  • Review contractor technical submissions, RFIs, engineering queries, method statements, and material submittals, ensuring compliance with approved designs.
  • Act as the primary engineering interface with the Client, airport operator, consultants, contractors, utility providers, and government authorities.
  • Support engineering approvals, permits, technical reviews, and regulatory submissions.
  • Participate in executive technical meetings, design review workshops, and project governance forums, maintaining effective communication with all project stakeholders.

Quality Assurance, Risk Management, and Reporting

  • Ensure all engineering deliverables comply with project quality standards, contractual requirements, and applicable engineering codes.
  • Implement engineering quality management procedures, technical assurance processes, and participate in engineering audits, design reviews, and compliance assessments.
  • Monitor consultant and contractor engineering performance and recommend corrective actions where necessary.
  • Identify engineering risks affecting project delivery, develop effective mitigation strategies, and lead engineering risk assessments and constructability reviews.
  • Evaluate engineering change requests, assessing technical impacts on cost, schedule, quality, and operational performance, ensuring decisions support long-term operational resilience and asset reliability.
  • Monitor engineering progress against project schedules and delivery milestones.
  • Prepare executive engineering reports, technical recommendations, progress updates, and management presentations, maintaining accurate records of engineering decisions, approvals, technical risks, and design changes.
  • Provide regular engineering status reports to Project Management and Client leadership.
  • Promote a strong safety culture throughout all engineering activities, ensuring designs incorporate Safety-in-Design principles and support operational safety requirements.
  • Support compliance with airport HSE standards, environmental regulations, and sustainability objectives, contributing to continuous improvement initiatives and organizational engineering excellence.

Required Experience

Candidates should possess 5-10 years of relevant experience in engineering management, preferably within large-scale infrastructure or airport development projects. This is a full-time position.
