About the Role

Al-Enjaz Company is seeking a Housing Manager to oversee the management and operation of employee and labor residential complexes in Riyadh. This full-time role involves ensuring a safe, healthy, and compliant living environment, managing daily maintenance, and efficiently resolving resident-related issues and disputes. The ideal candidate will have 2-5 years of experience in managing residential complexes or facilities.

Key Responsibilities

• Conduct regular and surprise inspections to ensure residents comply with cleanliness standards for rooms and common facilities, as well as behavioral rules.
• Manage, allocate, and accommodate labor according to approved capacity, and supervise check-in and check-out procedures.
• Monitor lease agreements and ensure renewal of municipal licenses and civil defense permits for housing units.
• Directly supervise catering services, cleanliness, pest control, and the availability of essential facilities (electricity, water, air conditioning, internet).
• Manage and follow up on preventive and emergency maintenance requests, coordinating with maintenance teams or contractors for prompt resolution.

Resident Relations and Dispute Resolution

• Receive and investigate individual and collective resident complaints, working to resolve them promptly and fairly.
• Mediate disputes and conflicts among residents, applying internal housing regulations and approved penalties for violations.
• Organize regular awareness sessions in residents' languages to educate them on housing regulations, cleanliness, safety, and security.
• Coordinate directly with HR and Legal departments for formal actions in cases requiring official procedures.

Safety and Compliance

• Ensure the readiness of fire-fighting equipment, emergency exits, and first-aid kits, and implement Occupational Health and Safety (HSE) standards.
• Ensure housing units comply with health and technical requirements for labor accommodation issued by government and municipal authorities.

Administration and Reporting

• Develop and maintain a comprehensive resident database (ID details, professions, room numbers, occupancy status).
• Prepare the operational budget for housing units and monitor expenses, maintenance costs, and consumables.
• Submit periodic reports to senior management, including occupancy rates, maintenance reports, summaries of resolved issues, and development needs.

Qualifications and Requirements

• Minimum of 3 to 5 years of experience in managing labor residential complexes or general facilities and services.
• Proficiency in both Arabic and English languages.
• Comprehensive knowledge of municipal requirements and Ministry of Human Resources regulations pertaining to labor accommodation.
