About the Role

WSP in the Middle East is seeking an experienced HSE Officer to join a Property & Building Supervision Project in Riyadh, Saudi Arabia. This full-time position requires a professional dedicated to managing and enhancing health, safety, and environmental standards within a project setting.

Role Overview

The HSE Officer will be instrumental in ensuring that all health, safety, and environmental arrangements for the project align with WSP's HSEQ Management System and meet all legal and client requirements. This role involves active site presence, team management, and robust engagement with various stakeholders to maintain a safe working environment.

Key Responsibilities

  • Manage project health, safety, and environmental arrangements in accordance with the WSP HSEQ Management System to protect personnel.
  • Supervise HSE Inspectors to ensure effective monitoring of health and safety implementation at the project site level, adhering to legal and client standards.
  • Develop and deliver health, safety, and environmental training programs for WSP employees, including inductions and safe working practices.
  • Review and approve contractor health, safety, and environmental plans, risk assessments, and method statements against legal and client requirements before work commences.
  • Plan and conduct daily morning site visits to verify the presence and effectiveness of health and safety measures before work begins.
  • Perform weekly joint HSE inspections with HSE Inspectors and contractor personnel, ensuring all corrective and preventive actions are closed out.
  • Organize HSE meetings with clients, WSP project staff, and contractors.
  • Initiate and test emergency response plans, ensuring drills are conducted according to the project schedule and performance standards.
  • Ensure HSE Inspectors follow up on contractor incident investigation reports, verifying that corrective actions are identified and closed out to prevent recurrence, and provide necessary technical guidance for accident protection.
  • Conduct regular site safety reviews.

Qualifications and Experience

  • Bachelor's degree or Diploma in Occupational Health & Safety, Environmental Science, Engineering, or a related field.
  • A minimum of 5 to 10 years of proven experience in a similar HSE leadership role, preferably within the construction or engineering industry.
  • In-depth knowledge of HSE regulations and best practices, particularly within the Middle East region.
  • NEBOSH or equivalent certification is highly desirable.
  • Must hold an SCE in the Health & Safety domain.

Required Skills and Attributes

  • Strong communication and interpersonal skills, with the ability to influence and engage stakeholders at all levels.
  • Excellent problem-solving and decision-making abilities.
  • Fluent in English, both written and spoken. Knowledge of Arabic is considered an advantage.
