About the Role

Sameer Al-Marzouki Engineering Consultants is seeking an experienced HSE Officer to join their team. This full-time position is based in Makkah, with responsibilities spanning projects in Jeddah and Makkah. The HSE Officer will play a crucial role in ensuring a safe and compliant work environment across all project sites.

Role Overview

The HSE Officer will be responsible for the implementation, monitoring, and continuous improvement of health, safety, and environmental programs. This role requires a proactive approach to identifying and mitigating risks, ensuring adherence to company policies, client expectations, and regulatory standards, and fostering a strong safety culture among all personnel.

Key Responsibilities

• Implement and monitor Health, Safety, and Environmental (HSE) policies, procedures, and programs.
• Conduct regular site inspections, safety audits, and risk assessments to identify and mitigate potential hazards.
• Ensure compliance with local regulations, client requirements, and international HSE standards.
• Investigate incidents, accidents, and near misses, and prepare detailed reports with corrective and preventive actions.
• Conduct safety inductions, toolbox talks, and awareness training for employees and contractors.
• Monitor the proper use of personal protective equipment (PPE) and enforce safety requirements on-site.
• Maintain HSE records, reports, statistics, and documentation.
• Support emergency preparedness initiatives and participate in emergency response drills.
• Coordinate with project teams, contractors, and stakeholders on all HSE-related matters.
• Promote continuous improvement in workplace safety and environmental performance.

Qualifications and Experience

• Bachelor's Degree or Diploma in Occupational Health & Safety, Engineering, Environmental Science, or a related field.
• A minimum of 10 years of experience in HSE roles within engineering consultancy, construction, infrastructure, or industrial projects.
• Membership with the Saudi Council of Engineers (SCE) is required.
• Professional certifications such as NEBOSH IGC, IOSH, OSHA, or equivalent are highly desirable.
