Job Description

About the Role

First Access Consulting is seeking a Human Resources Business Partner to join their team in Riyadh, Saudi Arabia. This full-time role requires 5-10 years of experience and involves strategic HR support across various business functions, focusing on talent management, organizational development, and talent acquisition.

HR Business Partnering Responsibilities

  • Partner with department heads and project managers to understand operational and workforce requirements.
  • Provide guidance on employee relations, performance issues, promotions, transfers, and retention.
  • Support manpower planning, workforce mobilization, and employee allocation across projects.
  • Ensure compliance with Saudi Labor Law, company policies, and HR best practices.
  • Monitor HR indicators, including turnover, Saudization, absenteeism, and employee engagement.

Organizational Development Duties

  • Review and update organizational structures, reporting lines, and spans of control.
  • Conduct job analysis and develop job descriptions and job profiles.
  • Support job evaluation, grading, competency frameworks, and career paths.
  • Implement performance management processes, KPIs, competency assessments, and development plans.
  • Support succession planning, talent reviews, restructuring, and change-management initiatives.
  • Develop and update HR policies, procedures, governance frameworks, and employee handbooks.

Talent Acquisition Management

  • Manage the full recruitment cycle for corporate, engineering, technical, and project-site positions.
  • Coordinate with hiring managers to define job requirements and selection criteria.
  • Source candidates through job portals, LinkedIn, recruitment agencies, referrals, and professional networks.
  • Screen applications, conduct interviews, prepare shortlists, and coordinate technical assessments.
  • Manage employment offers, salary negotiations, reference checks, and onboarding coordination.
  • Develop talent pipelines for critical and recurring project roles.
  • Monitor recruitment metrics, including time-to-fill, cost-per-hire, offer acceptance, and source effectiveness.
  • Support Saudization and national talent acquisition initiatives.
  • Participate in employer-branding activities and recruitment events.

Experience and Qualifications

  • A minimum of 5 to 10 years of experience in Human Resources, specifically within a Business Partner role.
  • Demonstrated understanding and application of Saudi Labor Law.
  • Proven ability to manage full recruitment cycles and implement HR best practices.

Work Environment

This is a full-time position based in Riyadh, Saudi Arabia, contributing to the strategic human resources functions of First Access Consulting.
