Position Overview

The Zakat, Tax and Customs Authority (ZATCA) is seeking an IT Infrastructure Planning & Monitoring Lead Engineer to join our team in Riyadh. This full-time role is designed for an experienced professional capable of operating with general direction to develop solutions for complex challenges and resolve escalated issues within ZATCA's IT infrastructure.

Role Scope and Strategic Focus

This role's primary focus involves undertaking critical operational activities and contributing to the strategic development of ZATCA's IT infrastructure. Key responsibilities include developing the IT infrastructure roadmap, project plans, and capacity plans based on new trends and cutting-edge technology. The Lead Engineer will also be instrumental in developing IT infrastructure RFPs, participating in vendor evaluation and selection, evaluating change requests, and monitoring IT infrastructure performance, providing recommendations and reports to stakeholders.

Core Responsibilities

• Conduct research on the latest IT infrastructure trends and technology, identify gaps in ZATCA's capabilities, and develop the IT infrastructure roadmap to align with ZATCA's strategy and business objectives.
• Translate the IT roadmap into infrastructure projects, develop implementation plans, and ensure alignment with IT enterprise architecture and standards.
• Collect business requirements and conduct analysis sessions with users and vendors to forecast capacity for IT infrastructure components (servers, hardware, systems, datacenters, storage, networks), then develop and maintain capacity plans.
• Define infrastructure performance metrics, oversee the development of monitoring tools and data gathering, and ensure the creation of agreed-upon reports.
• Receive and evaluate change requests to infrastructure, assessing their impact on IT architecture, and prioritizing and planning their implementation.
• Conduct requirements gathering meetings for IT infrastructure RFPs, evaluate vendors based on pre-defined criteria, and participate in vendor selection and SLA negotiation.
• Identify IT risks associated with new technologies, oversee the development of mitigation plans, and ensure their communication to all stakeholders.
• Monitor IT infrastructure implementation (systems, application logs, storage, data backup, archiving) against KPIs, generate reports, and provide optimization recommendations.
• Monitor the performance of ZATCA IT infrastructure components using developed tools, generate reports, and cascade them to relevant functions for improvement.
• Adhere to all relevant policies, processes, and standard operating procedures.
• Assist in solving escalated problems and provide support to junior team members, escalating complex problems to ensure proper resolution.
• Perform other assigned duties.

Required Qualifications and Experience

• Bachelor’s degree in Computer Science, Information Technology, or an equivalent field.
• Minimum of 4 years of relevant experience.
