About the Role

Al-Ayuni Investment and Contracting Company is seeking an experienced Manager, Development Projects & Investment (PPP) to join their team in Riyadh, Saudi Arabia. This full-time role focuses on leading the identification, development, evaluation, and execution support for infrastructure and investment opportunities, primarily under Public-Private Partnership (PPP) models, investment, and strategic partnerships.

Key Responsibilities

• Identify and evaluate potential PPP, investment, and strategic partnership opportunities, developing and maintaining a pipeline of infrastructure and investment prospects.
• Conduct market assessments, project screening, feasibility reviews, and commercial evaluations, developing business cases and investment recommendations.
• Lead the development of PPP opportunities from initial assessment through feasibility, structuring, tendering, negotiation, and financial close, evaluating various PPP models.
• Lead financial and commercial analysis for potential projects and investments, reviewing CAPEX, OPEX, cash flows, financing structures, returns, and sensitivity analysis.
• Lead the commercial and investment workstream for PPP and strategic project tenders, coordinating with internal teams to develop competitive bids.
• Identify and evaluate potential local and international partners, investors, developers, operators, and financial institutions, leading the development of consortiums, JVs, and strategic partnerships.
• Build and maintain relationships with government entities, project owners, regulators, investors, lenders, and strategic partners, representing the company in project development meetings.
• Coordinate commercial, financial, technical, legal, and operational due diligence, identifying key project and investment risks and developing mitigation strategies.

Qualifications and Experience

• Bachelor's degree in Engineering, Finance, Business Administration, Economics, or a related field. An MBA or Master's degree is preferred.
• Proven experience (5-10 years) in PPP, infrastructure, investment, or large-scale development projects.
• Experience working with government entities, project owners, investors, lenders, JVs, or consortiums.
• Strong understanding of PPP structures, project finance, commercial models, and infrastructure investment.
• Experience in the Saudi Arabian infrastructure and investment market is highly preferred.
• Experience in construction, engineering, transportation, utilities, real estate, or related infrastructure sectors is preferred.
• Strong experience in financial modelling, feasibility studies, investment analysis, and business case development.
• Strong commercial negotiation, stakeholder management, and presentation skills.
• Advanced proficiency in Microsoft Excel and PowerPoint.

Work Environment

The position involves close collaboration with government entities, project owners, investors, financial institutions, advisors, JV and consortium partners, and internal stakeholders to develop bankable projects and support successful project awards and financial close. The role focuses on developing commercially viable opportunities aligned with the company's strategic growth, with emphasis on infrastructure, transportation, utilities, buildings, and large-scale development projects.
