Manager Procurement & Supply Chain (Healthcare Experience Required)

About the Role

Qiddiya is seeking a Manager, Procurement & Supply Chain to join their team in Riyadh, Saudi Arabia. This full-time role is responsible for establishing and managing vendor and contract risk for QHC from the outset, and for building the necessary procurement and supply chain capabilities as the organization scales through its startup phase. The Manager ensures that all sourcing, contracting, and supplier management activities are governed, compliant, and value-driven, establishing policies, processes, and controls to enable efficient procurement without compromising governance.

Key Responsibilities

• Develop and maintain QHC's procurement plan, aligning it with startup priorities, activation milestones, and budget, including category strategies for medical, technology, facilities, and professional services.
• Lead sourcing, tendering, and competitive evaluation processes, ensuring fairness, transparency, and auditability.
• Negotiate and structure contracts, service agreements, and framework arrangements to protect QHC commercially and operationally.
• Establish and manage supplier relationships, including onboarding, qualification, and performance monitoring against agreed KPIs and SLAs.
• Manage vendor risk, encompassing concentration, continuity, and compliance, and drive remediation for performance shortfalls.
• Implement procurement policies, delegation of authority, controls, and segregation of duties to mitigate financial and compliance risk.
• Ensure compliance with Saudi procurement and regulatory requirements, as well as QIC service and governance frameworks.
• Drive cost efficiency, value-for-money, and total-cost-of-ownership discipline across all procurement decisions.
• Support the implementation and use of e-procurement and supply chain systems and dashboards.

Qualifications and Experience

• A Bachelor's degree in Supply Chain Management, Business, Finance, Engineering, or a related field is required.
• A professional certification (CIPS, CPSM, or equivalent) and/or a Master's degree is preferred.
• Demonstrated experience (5-10 years) in managing vendor and contract risk, and establishing procurement processes and controls.
• Experience with medical/pharmaceutical supply chains and accredited healthcare environments is an advantage.
• Working knowledge of Saudi procurement and regulatory requirements.
• Experience operating within shared-services or SLA-based models.
• Strong commercial, negotiation, and analytical capabilities.

Work Environment

This role involves collaboration across clinical, technology, facilities, and enabling functions, and coordination with QIC shared services and third-party providers. The position is based in Riyadh, Riyadh, Saudi Arabia.
