National Talent & Compliance Lead Role Overview
Horizontal Digital is seeking an experienced Saudi national professional to join the team in Riyadh, Saudi Arabia, as a National Talent & Compliance Lead. This full-time, senior role involves two primary areas of responsibility: compliance and visa management, and Saudi national hiring. The position requires 5-10 years of relevant experience.
Key Responsibilities
The National Talent & Compliance Lead will manage compliance, visa processes, and lead Saudi national recruitment efforts. Responsibilities include:
- Managing the end-to-end visa and immigration process for expatriate employees and their eligible family members, including work visas, Iqama issuance and renewal, dependent/family visas, exit/re-entry, and cancellation processes.
- Applying for and managing various types of visas required for Horizontal Digital employees traveling to Saudi Arabia for work.
- Coordinating with the insurance broker for employee health insurance enrollment, updates, amendments, and removals.
- Owning the Nitaqat/Saudization position, tracking the Saudi/non-Saudi headcount ratio and quota band, and proactively flagging risks and recommending corrective actions to leadership.
- Acting as the primary point of contact for Saudization, visas, and government relations matters.
- Monitoring and interpreting changes to KSA labor law, MHRSD regulations, and Qiwa/Muqeem/GOSI/visa platform requirements, providing clear guidance to leadership and HR.
- Managing government-related and administrative aspects of onboarding and offboarding for employees, contractors, and their families, in coordination with HR, IT, and hiring managers.
- Keeping leadership and the HR team updated on Saudization, visa, and labor law-related rules, deadlines, and obligations.
- Maintaining accurate compliance, visa, and insurance tracking and reporting, and preparing regular updates for leadership.
- Leading sourcing, screening, and recruitment for Saudi national hires, building and maintaining a strong pipeline of talent.
- Identifying, proposing, and assisting in building programs and initiatives to attract, develop, and retain Saudi national employees.
- Partnering with hiring managers and leadership on workforce planning that incorporates Saudization targets.
- Maintaining accurate candidate tracking and reporting in the Applicant Tracking System.
- Supporting wider Talent Acquisition and HR projects and administrative tasks as needed.
- Acting as a culture ambassador for the Saudi team, supporting local engagement activities and events.
Candidate Profile and Qualifications
The ideal candidate is a Saudi national with a strong understanding of KSA labor law, visa/immigration processes, and the Nitaqat/Saudization program. Essential qualifications and attributes include:
- Ability to engage confidently with government contacts and internal leadership.
- Demonstrated knowledge of Saudi labor law, visa/immigration processes, and Nitaqat/Saudization, with a commitment to staying current on evolving regulations.
- Proactive and forward-looking mindset, capable of identifying and flagging risks early.
- Strong communication skills to advise and influence senior stakeholders, external government contacts, brokers, and candidates.
- Meticulous attention to detail and reliability with time-sensitive paperwork, ensuring no missed deadlines for visas, renewals, or insurance enrollments.
- Proven recruiting skills with an enjoyment for finding and engaging local talent.
- Highly organized, capable of managing compliance and visa deadlines alongside multiple hiring pipelines simultaneously.
- Trustworthy with confidential and compliance-sensitive information.
- A Bachelor's degree is preferred.
