Satel invests in and operates residential communities across Riyadh, Saudi Arabia, focusing on the management and seamless functioning of properties after development. We are seeking a highly experienced Operations Manager to lead our Operations Division. This full-time position requires over 10 years of experience and is central to ensuring the effortless operation of our communities for residents of diverse backgrounds.
The Operations Manager will oversee three critical units: Tenancy and Contracts, Facilities and Services, and Community Operations. This role is responsible for maintaining high operational standards and ensuring a smooth resident experience.
Established Operational Framework
The Operations Division operates within a documented and actively used framework. This system ensures structured processes and clear accountability. Key aspects of this framework include:
- Requests are classified based on defined priority logic, each with specific response and closure windows.
- All cases conclude in a defined state; pending is not an option. Cases require a named owner and a deadline.
- Reporting follows a fixed weekly cycle for same-day classification, with critical conditions escalating immediately upon detection.
- Documentation is treated as a binding record; decisions are logged on the day they are made, with no retroactive entries or verbal closures.
- Deviations have defined detection and correction windows. Recurring failures are addressed as systemic issues requiring framework correction.
Candidates will be briefed on the full framework during the interview process. The initial ninety days in this role will focus on running and refining the existing system.
Core Accountabilities and Performance Metrics
The Operations Manager is directly accountable for three primary performance indicators, each with a fixed threshold established prior to arrival and reviewed with the CEO:
- Rent Collection: Ensuring timely and efficient rent collection processes.
- Asset Readiness: Overseeing the preparation and availability of units.
- Avoidable Operational Loss: Minimizing losses through effective operational management.
Additionally, the role demands strict adherence to timelines: classifying every report on the day it is received, escalating critical conditions immediately, and ensuring no case remains unresolved beyond its closure window. These are fundamental terms of the role, with exact thresholds discussed during interviews.
Decision Authority and Operational Scope
The Operations Manager possesses significant decision-making authority. Spending authority is defined by the approved operating budget of each community and the terms of the management agreement for that asset. Within these boundaries, the manager approves or rejects operational expenditure in writing without requiring further permission. Expenditure outside these boundaries follows a defined approval path.
Exceptions are made for immediate resident or asset-safety risks, where emergency action is taken first, relevant parties are notified promptly, and full documentation follows within 24 hours. Understanding each owner's delegated authority, as outlined in their respective agreements, is a core responsibility.
The manager assumes direct control of at-risk or critical cases, overriding unit priorities when service levels are threatened, and resolving cross-unit conflicts with assigned ownership and deadlines by day's end. The role also involves identifying causes, assigning ownership, and restoring movement if any part of the operation stalls.
The operational scope begins at the handover from the revenue team post-lease signing, encompassing the entire resident and asset operating cycle thereafter. Maintaining a clear handover boundary is integral to the role.
Work Environment and Expectations
This is primarily a field-based role with an attached office component. Residential communities experience peak activity during evenings and weekends, which are critical times for operational oversight. The Operations Manager is expected to be present when required, including outside standard business hours, with recovery time managed within the week.
