About the Role

Riyadh Cement Company is seeking an experienced People & Organization Manager to lead the People & Organization function. This full-time role is based in Riyadh, Saudi Arabia, and is critical for ensuring the company has the necessary workforce, skills, and organizational support to achieve its current and future objectives.

Role Purpose and Context

The People & Organization Manager will play a central role in shaping the company's human capital strategy. This position involves leading key HR functions and coordinating with various departments to align human resources with business priorities, focusing on talent acquisition, development, and organizational effectiveness.

Key Responsibilities

  • Lead the Talent Acquisition, Learning, and Organizational Development functions, including the development of annual plans, budgets, priorities, and follow-up on delivery.
  • Coordinate workforce planning across all departments and translate approved staffing needs into comprehensive recruitment plans.
  • Oversee recruitment activities and proactively monitor Saudization and Nitaqat status, collaborating with HR Operations and Government Relations to mitigate risks.
  • Develop and implement the annual learning plan, encompassing internal technical training, university practical training, Tamheer, approved summer training, and mandatory programs; coordinate eligible HRDF support.
  • Collaborate with Plant and technical teams to identify priority capabilities related to smart manufacturing and track development initiatives.
  • Draft and refine HR policies, coordinating their translation into procedures and SAP SuccessFactors workflows with HR Operations.
  • Coordinate performance and succession processes with the HR Business Partner, ensuring approved objectives and organizational changes are accurately reflected in SAP SuccessFactors.

Qualifications and Experience

  • A minimum of 5 to 10 years of experience in a relevant HR leadership role.
  • Demonstrated experience in leading Talent Acquisition, Learning, and Organizational Development functions.
  • Proficiency in HR policy development and implementation.
  • Experience with SAP SuccessFactors is preferred.
