About the Role
Power International Holding is seeking a Procurement Civil / Architecture Lead Engineer to join their team in Riyadh. This full-time position is critical for managing the procurement of materials, equipment, subcontracted packages, and technical services for large-scale construction, fit-out, hospitality, and building projects, specifically within the luxury 5-star hotel sector. The role ensures all procurement activities are delivered on time, within budget, and in compliance with project specifications and quality standards.
Role Overview
The Procurement Lead Engineer provides leadership to the procurement team and collaborates closely with various departments including Project Management, Engineering, Construction, Commercial, Planning, QA/QC, HSE, Logistics, and Finance. This coordination is essential to ensure uninterrupted project delivery and effective management of supplier and subcontractor relationships.
Key Responsibilities
- Lead and manage procurement activities from planning through purchase order placement, expediting, delivery, and close-out.
- Develop and implement project procurement strategies aligned with project schedules, budgets, and specifications.
- Review technical documents, drawings, specifications, and BOQs to identify procurement requirements.
- Establish procurement schedules and prioritize critical and long-lead materials and equipment.
- Lead the preparation and issuance of RFQs, RFPs, tenders, and supplier inquiries.
- Identify, evaluate, prequalify, and develop relationships with qualified suppliers, manufacturers, and subcontractors.
- Lead technical and commercial evaluations of supplier and subcontractor offers, ensuring compliance with specifications.
- Lead commercial negotiations to achieve competitive pricing, favorable payment terms, and delivery schedules.
- Approve purchase orders and procurement recommendations in accordance with delegated authority.
- Monitor supplier performance, manufacturing progress, inspections, testing, shipment, and delivery schedules.
- Coordinate with Construction, Logistics, and Project Controls teams for timely delivery of materials to site.
- Monitor procurement progress, identify potential delays and risks, and develop mitigation strategies.
- Support project cost-control and cost-saving initiatives, identifying opportunities for value engineering and commercial optimization.
- Ensure procurement activities comply with HSE requirements, company policies, and applicable regulations.
- Manage supplier and subcontractor performance, claims, variations, and disputes.
- Prepare procurement dashboards, reports, forecasts, and KPIs.
- Maintain accurate procurement records, supplier databases, and supporting documentation.
- Lead and mentor procurement engineers, buyers, and expeditors.
- Coordinate with Finance for efficient processing of payment documentation and invoices.
- Utilize ERP and procurement systems for planning, vendor management, and reporting; SAP experience is preferred.
- Support project handover and close-out activities.
Qualifications and Experience
- A minimum of 10 years of experience in procurement, specifically within large-scale construction, fit-out, hospitality, or building projects.
- Demonstrated experience in leading and managing procurement teams and activities.
- Strong understanding of procurement processes, contractual requirements, and quality standards.
- Proficiency in using ERP and procurement systems, with SAP experience being an advantage.
