About the Role

HanmiGlobal MENA is seeking a Procurement Manager to join its program management and PMCM team in Riyadh, Saudi Arabia. This full-time position involves leading the procurement frameworks and sourcing strategies for a large-scale land and infrastructure development program. The role reports to the Program Director.

Role Context and Responsibilities

The Procurement Manager will provide program-level leadership, governance, coordination, and commercial oversight for all procurement and tendering activities. This includes ensuring sourcing plans, supplier management, long-lead item strategies, and supply chain risks are integrated with project schedules, technical requirements, contractual obligations, and the Client's program objectives to support successful delivery.

Key responsibilities include:

  • Developing and maintaining the Program Procurement Management Framework, including policies, procedures, standards, and governance processes.
  • Establishing procurement strategies, sourcing approaches, and performance monitoring systems in compliance with contractual and regulatory requirements.
  • Promoting procurement best practices, transparency, and governance across all development packages.
  • Reviewing and assessing procurement plans, tender strategies, bid evaluations, and supplier selection processes.
  • Monitoring procurement readiness, tendering activities, and contract award processes to align with program milestones.
  • Verifying fairness, consistency, and compliance throughout the procurement lifecycle.
  • Monitoring the procurement of long-lead materials, equipment, specialist systems, and critical infrastructure components.
  • Identifying procurement and supply chain risks and developing mitigation strategies.
  • Coordinating with Planning & Scheduling, Technical, Commercial, Project Controls, and Quantity Surveying teams to ensure integrated procurement activities.
  • Preparing procurement reports, executive dashboards, and performance assessments for management and the Client.
  • Leading procurement review meetings, supplier coordination sessions, and stakeholder workshops.
  • Promoting continuous improvement through digital procurement systems and knowledge-sharing initiatives.

Qualifications and Experience

Candidates should possess the following qualifications and experience:

  • A Bachelor's Degree in Procurement, Supply Chain Management, Engineering, Construction Management, Quantity Surveying, Business Administration, or a related discipline.
  • Chartered Professional membership or equivalent professional accreditation.
  • A minimum of fifteen (15) years of professional experience in procurement management, strategic sourcing, supply chain management, infrastructure delivery, urban development, or major capital projects.
  • Experience within PMCM, PMC, EPCM, consultancy, developer, contractor, or client-side organizations, preferably on large-scale land development and infrastructure projects in Saudi Arabia or the GCC.
