About the Role

AtkinsRéalis is seeking a Procurement Manager to lead and oversee the end-to-end procurement function for a major infrastructure program in Riyadh. This full-time role requires a strategic approach to procurement planning, supplier engagement, and contract execution, ensuring alignment with program objectives and robust governance.

Procurement Strategy and Planning

The Procurement Manager will be responsible for developing and implementing project procurement strategies, packaging approaches, and sourcing plans that align with program delivery requirements. This includes leading the development of procurement schedules, integrating them with overall program timelines, cost plans, and phasing. The role also involves advising senior stakeholders on procurement methodologies, market conditions, and risk-based sourcing strategies.

End-to-End Procurement Management

This position oversees the complete procurement lifecycle, from prequalification through tendering, evaluation, negotiation, and contract award. Key responsibilities include reviewing and approving tender documentation, such as RFPs and commercial terms, before issuance. The Procurement Manager will ensure all procurement activities adhere to approved procedures, governance frameworks, and audit requirements.

Commercial Oversight and Supplier Relations

The role involves leading the commercial evaluation of bids, providing recommendations for award, and conducting value engineering and risk assessments. Contract negotiations will be managed to secure optimal pricing, terms, and risk allocation. Furthermore, the Procurement Manager will ensure that contracts, purchase orders, and agreements are approved in line with defined Levels of Authority.

Governance, Compliance, and Risk Management

Ensuring compliance with internal policies, governance frameworks, and regulatory requirements is critical. The Procurement Manager will maintain robust audit trails, documentation standards, and reporting structures, while supporting internal and external audits. This includes identifying supply chain risks, capacity constraints, and market volatility, and developing mitigation strategies. The role also requires producing market intelligence to inform procurement strategies.

Team Leadership and Stakeholder Engagement

This position requires leading and managing procurement teams, including Buyers and Contract Administrators, allocating workloads, and monitoring performance. The Procurement Manager will mentor team members and ensure adherence to best practices. Collaboration with Project Management, Engineering, Commercial, Legal, and Finance teams is essential for aligning procurement with program delivery. Regular reporting on procurement progress, risks, and market insights to senior management is also a key responsibility.

Qualifications and Experience

Candidates should possess over 10 years of experience in procurement within infrastructure, construction, or major capital programs. Demonstrated experience managing procurement delivery on large-scale or multi-package programs is required. A degree in engineering, commercial, supply chain, or a related discipline is necessary. Membership in a relevant professional body, such as CIPS or RICS, is desirable.
