About ASAS and the Role

ASAS for Developing & Operating Industrial Cities is seeking a dedicated Procurement Manager to join our team in Riyadh, Saudi Arabia. This full-time position is central to the successful execution of the ICP Program, focusing on comprehensive procurement and contract management. The role involves ensuring all activities align with ASAS policies, program governance, and regulatory standards.

Role Overview

The Procurement Manager will oversee all aspects of procurement and contract management for the ICP Program. This includes driving strategic supplier engagement, fostering supplier capabilities, and expanding the approved vendor base. The Manager will supervise a team of Procurement and Contract Specialists, ensuring effective contract execution, proactive risk mitigation, and seamless program operations across all units.

Key Responsibilities

  • Lead procurement strategy development, vendor selection processes, and contract negotiations.
  • Build and maintain a robust network of suppliers and industry partners, ensuring timely availability of goods and services.
  • Expand and manage the approved vendor list, verifying that suppliers meet quality, compliance, and performance standards.
  • Assess supplier capabilities and coordinate capacity-building initiatives to enhance program support.
  • Oversee contract drafting, review, approval, and execution, ensuring adherence to ASAS and program requirements.
  • Supervise Contract Specialists in proper contract administration, documentation, and tracking.
  • Mitigate contractual risks and resolve issues with vendors, program units, and stakeholders.
  • Ensure all procurement and contract activities comply with internal policies, regulatory standards, and program governance.
  • Provide oversight for approvals, audit readiness, and comprehensive documentation.
  • Coordinate with legal advisors and program units to address compliance issues effectively.
  • Supervise and mentor Procurement and Contract Specialists, monitoring team performance and adherence to timelines.
  • Foster collaboration with Finance, Legal, and other program units to align procurement and contract activities with overall objectives.
  • Prepare detailed procurement, contract, and supplier performance reports for the Deputy Manager – Shared Services.
  • Maintain comprehensive records to support audits, governance, and program transparency.
  • Develop standardized processes, templates, and tools to enhance overall procurement and contract efficiency.

Qualifications and Experience

  • Required: Bachelor’s degree in Business Administration, Supply Chain Management, Procurement, or a related field.
  • Required: 7–10 years of experience in procurement, contract management, or supplier management, preferably within industrial or government programs.
  • Required: Proven experience leading cross-functional teams in procurement and contract management.
  • Preferred: Master’s degree in Supply Chain, Business Administration, or Law.
  • Preferred: Experience with government or industrial transformation programs in Saudi Arabia.
  • Preferred: Familiarity with ERP or procurement management systems.

  • Strong knowledge of procurement, contract management, and compliance requirements.
  • Excellent negotiation, analytical, and problem-solving abilities.
  • Ability to lead and mentor cross-functional teams effectively.

  • Effective communication and stakeholder management skills in both Arabic and English.

Work Environment

This is a full-time position based in Riyadh, Saudi Arabia. The Procurement Manager will work within a collaborative environment, engaging with various internal departments and external partners to achieve program objectives.
